I believe nuclear weapons are actually energy weapons. Weapons of the electromagnetic spectrum that can control a space without occupying it.
Nah, most civilizations discover nuclear technology, and use it for unlimited power. Their tech tree rapidly advances. Humans used nuclear power to build weapons, and we kept fossil fuel for power. They're monitoring us because we're using tech stupidly.
