I think the story is false to sell his services But this is common knowledge, everything I have built for clients they have code access lol ( access to GitHub and deploy on their server sometimes) No client will ask the Dev for code and they won't give it

It's just like when I write fiction and pay for cover art. I can use the cover art for my book, not for T-shirts. The artist can't sell T-shirt with the cover art either, but can use elements. I don't own the art. You don't own the code, you own the app.
