To answer his question. It is not based on socioeconomic conditions. It’s based on race. The intention behind it may aim to deal with socioeconomic conditions but in reality it is still purely race based. As a result a rich black person is viewed as being disadvantaged while a poor white person is viewed as being privileged. Regarding poor black people, most of them will never ever benefit since the small minority of already rich black people continuously benefit over and over again. In an attempt to exclude all white people you end up excluding all poor black people as well. If the law focused on poverty instead of race. Both rich black and white people will not benefit while poor black and white people will. So the ‘poor black people’ who they claim the law is for would actually see the benefits of it.
