The Red Sea as a high-sea is a shared commons, not a sovereign domain. A better question may be is: “Who uses it?” Under international maritime law, every nation has the right to navigate and utilize it freely. Only America can protect Saudi Arabia from the Houthis, not anyone else. Relying on Türkiye and Pakistan to wage war against the Iran-backed Houthis is proving costly for Saudi Arabia.
