I agree with 🇫🇷. Don't include non-EU manufacturers in the joint ammunition procurement. Otherwise we'll be boosting the competition of the European defense industry. No need to subsidize them.

For ten years in a row, EU member states have increased defence spending. In 2025, that reached €381 billion, up 63% since 2020. Behind that number: 633,000 people working in a defence industry that generated €183 billion in turnover last year. And we are not stopping there. EU defence initiatives, including through SAFE and EDIP, will facilitate up to €800 billion in defence investments over the next four years, so Member States and industry can respond swiftly to growing threats. A safer Europe starts here.

Today, EU Defence Ministers are meeting to discuss how to make use of the €90 billion loan for Ukraine, as well as defence industry cooperation between the EU and Ukraine. Together with industry, we will focus on ramping up defence production. The funding is there. Now it is time to turn investment into capabilities — faster and cheaper. At the European Defence Agency Steering Board, we will decide on strengthening the agency, with a greater focus on innovation and experimentation. My press remarks ahead of today’s Foreign Affairs Council on Defence ↓
