We are going for the maximum impact sanctions now. It's a new sanctions regime. We come in, we hit them hard, we hit them fast, we hit them heavy. And that's what we are doing with Iran. And President Trump has instructed me that if we need to, we will go to a 10 with sanctions to bring president Putin to the table. But I'm optimistic that he will be able to get him to the table without increasing the sanctions. But all options are on the table to increase and go to maximum energy sanctions on Russia if needed."

JD Vance on lifting sanctions: We didn't see that as a major concession to the Iranians, frankly — Iran... didn't see that as a concession to them, because what prevented them from selling oil was not the sanctions. They were selling plenty of oil without any discount, because the sanctions were just fundamentally ineffective. At that point, what the sanctions did do is move the Iranian financial system to sort of the shadow banking system. By lifting the sanctions, we are actually going to be able to see a little bit where their financial system sends money and receives money. That's a real benefit.

BROWDER: If we'd been tougher on Putin after he went in and took Crimea, if we'd imposed devastating sanctions, he might not have done full-scale invasion. He thought he could get away with it. He thought we were all so weak and cowardly that he could roll in there. He thought Ukrainians wouldn't put up a fight, we wouldn't help Ukrainians, and that would be the end of the story. Sanctions serve two purposes. They can either serve as a deterrent, or they can be used as a punishment. The problem is that we didn't use them as a deterrent, and so now we have to use them as a punishment. But when you punish people, you've got to punish them a hundred times harder than you have to deter them. And so, it's kind of too late. Too late in the sense that there are hundreds of thousands of dead Ukrainians who didn't have to be dead if we had been more robust, if we hadn't been concierges to Russian oligarchs.
