Anyone who truly understands AI, and has studied (or lived) its history can tell you that this is utterly laughable. We don't know enough to accurately simulate a puppy that interacts with the real world, much less enough to do this.

We want to maximize the probable light cone of consciousness and intelligence. Yeah, I’m very pro-human, so I want to make sure we take actions that ensure humans are along for the ride.
