No red card was overturned. That is the issue. They cancelled the suspension, but a red card automatically comes with a suspension. So FIFA did not follow its own rule. If FIFA had cancelled the red card, there would have been no legal issue. But that is not what was done. You can not have a red card without at least a one-game suspension.
