Whats your computer spec? I'm on mid-range spec laptop, it runs faster if i switch to Workbench render engine. But it get heavy if i draw with textured type brushes.

Its a paid addon called "GPSketch". You need to install it first. The boolean feature hasn't officially made it into blender's grease pencil yet. But already possible using addons like these.
