I think the word they are looking for is maintenance. You have to maintain infrastructure for it to work.

Here in UK, this would have taken 5 risk assessments, 45 blokes in high res vests to stare at the drain for 3 months. Various road closures, 2 lanes of the M6 closed for no apparent reason as it’s 300 miles from the blockage. The final work completed 24 months over predicted date, and £1.4 million over estimate. Only for it to bung up again the following week.

Many of us do this regularly, watch our own neighborhoods go to SHIT instead of personally dealing with it.
