Buckle up for this one. Based on our initial set of audits, more than $1B of federal taxpayer dollars were being spent on funding Medicaid for illegal immigrants. And my team is getting it back. Let me lay down the facts: The truth is that federal law is supposed to prohibit federal Medicaid dollars broadly from being used to cover illegal immigrants. It does permit states to use Medicaid dollars for emergency treatment, regardless of patients’ citizenship or immigration status. States can also legally build Medicaid programs for illegal immigrants using their own state tax dollars, so long as no federal tax dollars are used. But that didn’t stop Democrats from going even further by breaking federal law to give illegal immigrants federal Medicaid dollars meant for American citizens. Earlier this year, the CMS team began auditing state Medicaid programs to ensure they were following the law and not spending any federal tax dollars on illegal immigrants outside of emergency Medicaid. What we found was shocking. In a preliminary review of 6 states, we found those states improperly using federal tax dollars for their allegedly state-funded program and providing coverage to individuals, including some with criminal records of murder and assault. Those states are: CA - $1,310,032,549 DC - $2,114,628 IL - $29,778,645 WA - $2,367,194 CO - $1,506,743 OR - $5,404,368 We notified the states, and many have begun refunding the money. But what if we had never asked? Whether willful or not, the states’ conduct highlights a terrifying reality: American taxpayers have been footing the bill for illegal immigrants’ Medicaid coverage, despite many Democrats and the media insisting otherwise. Democrats are demanding the repeal of the President’s Working Families Tax Cuts legislation in order for their votes to reopen the government. This law wisely strengthened our ability to limit federal dollars from being spent on health care for illegal immigrants. This week, I prepared a special letter addressed to the President of the United States and to Congress. And yesterday, the letter was officially delivered to the institutions in Washington. It is quite rare for the leader of another state to address both the President and Congress of the United States simultaneously with a letter. But the situation now requires action, swift and effective action. It is important that America hear Ukraine. We understand that much of the world’s attention is currently focused on the war in Iran. But the war here in Europe must also be brought to an end – a very bloody war that is already in its fifth year at full scale. The sooner we are able to provide greater protection against ballistic threats, the sooner we will be able to make diplomacy work. As long as Russia continues to rely on missiles, its interest in diplomacy is not real. We must correct this. And we can do so only together with America. Ukraine is grateful to America for all its support. And Ukraine will be even more grateful for a dignified peace and guaranteed security. All of this is possible – if there is sufficient determination.

President Donald J. Trump is right to end birthright citizenship by executive order on Day One. We are one of a handful of countries in the world that allows birthright citizenship. In other words, if you’re born in the United States, you’re automatically an American citizen. This and birth tourism from developed countries like China have become one of the biggest magnets for illegal immigration. I have introduced legislation to end birthright citizenship, and I am now working on a constitutional amendment to end the practice. I believe legal immigration is important to our economy and future. However, birthright citizenship and birth tourism are strong magnets for illegal immigration and cheapen American citizenship. I look forward to working with President Trump to go beyond his executive order and end this disastrous policy once and for all.

Newsom: I have Rudy Giuliani’s point of view, who made the case as an advocate for sanctuary policy when he was mayor of New York, when he said it keeps people safer, healthier, and more educated—safer in the context that it allows community members to be more likely to participate as witnesses to crime or as victims of crime in going after the perpetrators; more likely to get an immunization shot if they’re not worried about the nurse turning them over to ICE; more likely to go to school and get educated if they’re not worried about the school crossing guard crossing them and ultimately turning them over to ICE. Sanctuary policies are unnecessary if we had comprehensive immigration reform and a federal response that was adequate to the task. But in the absence of that, it’s grown from the ’70s and ’80s and ’90s into the 2000s. Shapiro: Sanctuary policy obviously has had a massive impact as a driver of a tremendous number of illegal immigrants in the state of California. Newsom: I don’t know about that. Newsom: I have Rudy Giuliani’s point of view, who made the case as an advocate for sanctuary policy when he was mayor of New York, when he said it keeps people safer, healthier, and more educated—safer in the context that it allows community members to be more likely to participate as witnesses to crime or as victims of crime in going after the perpetrators; more likely to get an immunization shot if they’re not worried about the nurse turning them over to ICE; more likely to go to school and get educated if they’re not worried about the school crossing guard crossing them and ultimately turning them over to ICE. So it’s a tool of pragmatism because of the complete, abject failure of the federal government. Sanctuary policies are unnecessary if we had comprehensive immigration reform and a federal response that was adequate to the task. But in the absence of that, it’s grown from the ’70s and ’80s and ’90s into the 2000s. Shapiro: Sanctuary policy obviously has had a massive impact as a driver of a tremendous number of illegal immigrants in the state of California. Newsom: I don’t know about that. You see in a lot of states that don’t have sanctuary policies a huge increase in illegal immigration—massive increases far greater than the state of California.
