Don't keep misleading people here, The FDRL formed by high command of FAR with the ideology of Genocide Against Tutsi in DR Congo and most of those committed genocide crimes, After , some of them who didn't committed with 1994 Genocide crimes willingly back home.

Which high command? If 36,000 military personnel of the FAR out of a total of 45,000 were reintegrated in RDF and were never accused of the genocide, how would you blame their high command of anything? I know no one among the former Rwandan Armed Forces, FAR, who was found guilty of commanding the genocide. Those who were jailed at Arusha were guilty of failing to stop the genocide and not to carry it out!
