Translation is wrong and out of context. In the clip Saddam is saying that Khomeni takeover and Iran starting the war was a distraction operation targeting Iraq. So Iraq would be busy with Iran instead of Israel. Saddam means that Iran and Khomeini were an Israeli proxy, as he later refers to Iran-Contra and how GCC funded it. Iraq asked for the war to be stopped many times but Khomeini refused. GCC would then condemn Iran, but in reality Saudi Arabia was funding and arming Iran to the teeth. Saudi Arabia and UAE had their motives, including keeping a high market share in oil market.
