Trump claimed that the conflict in Ukraine isn't ending because of "the hostility between Putin and Zelensky." No, of course not. Despite Ukraine's hostility and terrorist activity on Russian soil, Putin is inviting Zelensky to peace talks in Moscow. And Russia explains that the Ukrainian leadership hasn't been destroyed in this war by the need to preserve the negotiators. The war isn't ending for objective reasons. Russia must fully achieve its goals in this war. Only then can it end. Doing so and avoiding a nuclear war is no easy task, as the entire West is fighting on Ukraine's side. A Russian victory would mean the liquidation of Ukraine as a state and the de facto capitulation of the West. The alternative is Russia's capitulation and disintegration—which doesn't mean an end to the war. Or a nuclear war in Europe.

I spoke with RAND's top Russia expert Samuel Charap about Ukraine and avoiding NATO-Russia conflict turning into open war. Things I learned: 1. Russia has accepted Ukraine joining the EU (in 2022). 2. Finland joining NATO has made defending the Baltic states much easier. 3. Ukraine has options to build 'porcupine defences' during a ceasefire, making a Russian re-invasion very painful. 4. Ukraine would accept an unconditional ceasefire right now. Russia won't as they believe they're winning. 5. Research suggests China's calculus on Taiwan is shaped more by US behaviour in Asia than by what happens in Ukraine. 6. Russia sees itself as weaker than NATO, such that the biggest escalation risk comes not from a land grab, but from Belarus disintegrating. 7. Lukashenko was urgently summoned to meet with Putin. It will be interesting if, immediately after this urgent visit to Moscow, Lukashenko suddenly makes an unplanned trip to Beijing.
