Parliament cannot script a judgement of a court. Parliament can only legislate and hold institutions, including Judiciary and Executive, accountable. Judgement writing, adjudication, is the sole prerogative of Judiciary, as much as legislation is that of the Parliament. But frequently we are seeing that the executive governance is by judicial orders. When the government is elected by people, it is accountable to Parliament. The government is accountable to the people at election. There is a principle of accountability in operation. In Parliament, you can ask questions, critical questions, because the governance is by the Executive. But if this executive governance is by Judiciary, how do you ask questions? Whom do you hold accountable in elections? Time has come for our three institutions, Legislature, Judiciary, and Executive, to blossom. And they blossom best when they operate in their own area. Any incursion by one in the domain of the other poses a challenge, which is not good. It can upset the balance. The relationship between these three must be wholesome, soothing, one of deep understanding and coordination, not show of authority. #RajyaSabha

It is hugely significant that he wants to use his political capital, at the height of his power, on this pro-people, pro-growth, anti-rentier agenda. Burnham promises devolution, but ‘taking back control’ cannot mean hiding behind another Whitehall regulator, one we know will be captured by industry and paid for through higher service charges on leaseholders. We, the people, need control of our homes, money and lives. That is the only way to bring service charges back down to earth, force managing agents to improve performance and save the flats market. We won’t accept crumbs from the table. Labour has the second biggest parliamentary majority in its 126-year history and was elected to power to END leasehold, not reform it. At a minimum, the upcoming Commonhold and Leasehold Reform Bill must include a universal Right to Manage and a restriction on development value, so our supporters can finally have freedom from interference and exploitation by parasitic freeholders and their managing agents. Burnham is right. This country has for too long been run for vested interests. Not in the public interest. With power held in too few hands. That is why our campaign exists. What comes forward in the leasehold legislation our PM has promised before Christmas will test whether his government really means what it says about taking back control and giving it to the people.

Whatever it takes, we are going to get it done. There is nothing they can do to stop us. And I challenge them: come back and do the right thing.
