The officer tells @Julio_Rosas11 that he is essentially being prevented from doing his job due to insane progressive policies: "They're so restrictive on what we can and cannot do that crimes will happen in front of me and I can't even chase after the person."

He definitely deserves to be free from what the autopsy report showed. It's hard to believe he was ever convicted in the first place and shows it had to be a revenge conviction.
