4.2% sounds small until you scale it. That is roughly one in every 24 kindergartners walking in without full coverage. Measles needs about 95% herd immunity to stay contained, and exemption clusters pull whole schools below that line. The cost angle is real too. A single measles outbreak response runs states hundreds of thousands in contact tracing and containment.
