"2 to the power of 2." This is the phraseology I had always used. And to be honest, it doesn't matter. Like 3x5 and 5x3...the difference is not important.

But we do say ".. to the power of..." (At least, I've never heard "2 with/to the exponent of 3" 🤷)

So confusing because I learned it in French. “Deux à la puissance de 4”. Which means “2 to the power of 4”, which we also say in English. To me it implies that the “exponent” of 4 can be referred to as the “power”, no?

This is not entirely correct, and the way you’ve explained it here is misleading. You are confusing “power” with “power of.”
