No wonder the EC is the only SA Province in recession. Why is the Premier saying nothing about this? Why are the police not dealing with the perpetrators?

I once saw an episode like this on @carteblanchetv where extortion is becoming huge problem in Long street in Capetown where entrepreneurs in the hospitality industry are actually quiet about all in the fear of loosing their business. Why can't they be stopped?What's happening
