Fast clouds, now on Royal, New Orleans

Why are the balconies so empty so often? I know almost nothing about NOLA. Seems like the only time the balconies are full is during Mardi Gras? I like to imagine that I'd be out there all the time if I had a balcony there!

I think it's a combination of factors. Often it's too hot, sometimes too cold; and many balconies are in apartments where nobody usually lives (second homes). Just my guess. Maybe others know more...
