KGALEMA MOTLANTHE The policy of making former presidents ex officio members of the NEC began with Mandela. A special resolution was adopted at the Mafikeng Conference in 1997 to retain his experience within the NEC. Cyril Ramaphosa was an absent as ANC SG between 1991 and 1997, as he was occupied with CODESA negotiations and later led the ANC working group during the development of SA’s Constitution. Cheryl Carolus was compelled to act as SG during this period. Mandela eventually stepped in to assist, recognising how overwhelming the responsibilities of the SG Office were. Mandela later asked me to make myself available for the SG position, having observed my work as General Secretary of the NUM. I continued briefing Mandela on ANC matters until 2008; I went to introduce Gwede to Mandela as the new SG & told him that my job is now done. Gwede will take over. Mbeki and Zuma did not do any of that. Zuma didnt want to talk to Mbeki. Instead he got angry that Mbeki was appealing a Nicholson judgment which said he interefered in NPA operations.
