This looks like chucking. When Malinga bowled with sling action, his arm was slinging almost horizontally & remained straight. Zaman’s hand remains at 30 degree angle & is bent when the ball is released. This looks more like a baseball pitcher running & pitching the ball.

His action looks illegal. Horrible bowling.
