The reasons are simply political sir. EFF MMCs when they entered into government, spent most of their time on the ground with the people of Thokoza, Katlehong, Vosloorus, Duduza, Thembisa etc. and the ANC(correctly I think), diagnosed this as a threat to their support base. Makhura was tasked to investigate this and confirmed it, Ekurhuleni ANC Secretary said the same thing to their national leadership. This is the reason
