That has to be the way it's handled imo. There are a lot of people who enjoy that particular brand of attention & it would be copycatted early & often if they didn't give him a lifetime ban. There is a story out there that Brian Pillman planned to (but ultimately didn't) run on the field during the Super Bowl and beeline to the goalposts, where he was going to handcuff himself to them. Was a good idea imo (if you're gonna do it, do it right) at least a few minutes delay while they go find a pair of bolt cutters etc
