His hand also lifts up as he slides in. He didn't touch the plate until his hands gets to the middle of the plate. Obviously not clearly out but imo I think he was tagged before his hand actually touched the plate.

That view is shitty he looks out. The closer and clearer angle they showed was pretty definitive.
