WHY they painting the road?

That's not how roads are finished, that's how parking lots are sealed, before stripping. They are applying a Seal Coat there. Asphalt Blacktop roads require milling and a fresh layer of surface asphalt with stone, sand and liquid AC. It must also be rolled to compact the material and give it the nice smooth finish.
