The serum was only meant to enhance his powers otherwise Mjolnir has been lifted by Odin, Hela, Vision, Thor, and others, but when it comes to true worthiness, Mjolnir was basically made for Captain America from the very beginning.

Captain America using Mjolnir for the first time raises a question the MCU never really explains. Cap doesn't just lift the hammer. He immediately knows how to summon Thor's lightning and use it against Thanos, despite never having used Mjolnir before.

Still one of the greatest “OHHHHH!” moments in movie history. ⚡️🛡️🤯 The second Captain America called Mjolnir, the entire theater lost its mind. Where does this rank among the MCU’s best moments?

Steve Rogers was worthy all along. During Thor's Mjolnir challenge, he could have lifted it but stopped after seeing Thor's reaction.
