Why are the insulation sheets not fixed? If there's any wind suction, they'll lift straight up

Never seen them use foam blocks like that. Probably great insulation

A few notes: - insulation is Polyisocyanurate - insulation was not mechanically fastened or adhered (no wind uplift resistance) - no protection board over insulation prior to 1st layer of membrane (1st layer of membrane loose laid? - only one layer of membrane flashing at parapet and does not go up and over parapet (parapet not sloped to roof) - no UV protection on 2nd membrane layer Good technique installing membrane flashing (applied heat and pressure throughout and ensured bleed at seams)
