They have had people around for 10 or 15 years and they know them well, we will put them responsible, and issue a form of card or documents and the farmer will be responsible for these people. They will not have citizenship but they will be working and paying taxes. We need to get our farmers the people they need or else the farmers will not be able to do their land.
