Just like the flying ants. In order to spread out the queens grow wings and fly away. Nothing new just the queens. I imagine they lose the wings once they settle, that is why we do not see them. Only happens like a few days maybe once a year or 4 years depending on their cycle.

This is a male scorpionfly! They generally prey on dead insects. They can't bite or sting and are quite small. The end of their tail is used for mating and has the appearance of a claw. There are native scorpionflies in Europe, nothing to actually worry about.
