Folks, I’ve heard rampant misinformation about the RESTRICT Act expanding surveillance – that is not what the RESTRICT Act does at all. It’s focused on countering surveillance by foreign governments – it doesn’t censor what you can say or surveil your phone or search history.

It will be used to ban any social media company that doesn't comply with government demands, which absolutely puts our information and our freedom at risk.

It just prescribes a 20 year prison term and a $1,000,000 fine if I use a VPN to hide that information from your attempts to surveil it.

We don't trust you. The RESTRICT Act will censor the internet and put Americans in jail for 20 years for using VPNs.

Sen. Warner, please don't talk down to us like we can't read. Some of us actually understand technology and know what the bill says. As Sen. @RandPaul stated, this bill is trying to protect us from the Chinese by doing the exact things we condemn the Chinese for. Stop it.

As the chair of the Senate Intelligence Committee, you've gained a reputation for spreading unreliable and questionable information, making this new RESTRICT Act legislation that you're crafting for yourself yet another surveillance tool in your arsenal of rampant misinformation.

Nice spin on the RaMpAnT MiSiNfOrMaTiOn about [red herring that avoids valid criticisms]. Please address the specific content of the bill (which we read), as opposed to hiding behind misleading rhetoric and appeals to authority. - section 2.9.a.viii: holding: "any participation, right, or other equivalent, however designated and of any character" by an adversary (overbroad) - 2.17: transaction: "The term “transaction” means any acquisition, importation, transfer, installation, dealing in, or use of any information and communications technology product or service, including ongoing activities such as managed services, data transmission, software updates, repairs, or the provision of data hosting services, or a class of such transactions." (overbroad) - 11.a.2.f: "No person may engage in any transaction or take any other action with intent to evade the provisions of this Act, or any regulation, order, direction, mitigation measure, prohibition, or other authorization or directive issued thereunder." (overbroad) - 11.b.2: civil penalty: up to $250k fine (ouch) - 11.c: criminal penalties: up to 20 years jail time, civil forfeiture, $1m fine (oof) - 12: no jury trials and decisions exempt from judicial review (guh) - 15.2: FOIA exempt - 17: blank check funding appropriation

Brother we can literally read the text of the bill, this is a national travesty and you and your cosponsors should be ashamed of yourselves for even trying to introduce some shit like this again after the patriot act.

Thomas Massie and Lauren Boebert just declared war on the mass surveillance state. “FISA 702 is just the tip of the iceberg … ” “There have been so many erosions of our Fourth Amendment right to privacy.” “The Bank Secrecy Act, the Right to Financial Privacy Act, the Patriot Act … all of them created so-called loopholes in the Constitution.” “The Foreign Intelligence Surveillance Act … is used to go after Americans.” “I’ve been in a SCIF last week where I saw two secret rulings … of how the government has created additional loopholes to spy on you that I’m not even allowed to tell you.” “And finally, the third-party doctrine.” “It’s based on a ruling of the Supreme Court … I think it was a bad ruling, but it’s been expanded in its interpretation to include things like doctor’s appointment records, bank records, phone records … Flock cameras.” “Imagine … that you turn AI loose on these databases.” “Now, there’s virtually nothing the government can’t know about you without a warrant.” “That is why we’ve created … the Surveillance Accountability Act.” “It closes these loopholes that I’ve explained.” “And more importantly, it creates a private right of action.” “It’s almost impossible to sue federal government employees if they infringe on your constitutional rights.” “The second half of this bill gives you the right to sue the government employee.” “If they infringe on your constitutional rights, they could be privately and personally sued for that.” Thomas Massie Thomas Massie for Congress Lauren Boebert
