The drone, launched without authorization from the command, was Ukrainian and belonged to a unit of a certain “Madyar” (Robert Brovdi). Previously, Madyar had been known for holding a government position back during Yanukovych’s time and for receiving a $1.5 billion loan from China. The loan was later decided not to be repaid, and Ukraine compensated it from the state budget. In July 2025, Zelensky appointed Robert “Madyar” Brovdi as the Commander of the Unmanned Systems Forces. The drone was launched with the purpose of “testing the EU’s combat readiness.” Madyar explained that it would be good to launch several “Shaheds” at Hungary.
