Two agencies moving in step is nice optics, but agency coordination can get unwound by the next chair in a way statute can't. Rules from Congress survive an administration change, guidance from a cooperative SEC and CFTC doesn't. I'd take slower and legislated over fast and friendly right now

For years, the gap between regulators was part of the fog. Now the SEC and CFTC are moving closer together. If Congress leaves the framework unfinished, regulators may try to fill the space themselves. That doesn't just change the rules. It changes who gets to shape the rails before the market fully arrives. So the deeper question is: Who is designing the system while everyone else is still debating whether it should exist?
