@WearForbidden Warrantless surveillance is not a thing. Not in public spaces. Warrantless searches are a thing. That's the 4th amendment. Police do not need a warrant to observe you, look at your license plate, search your license plate, etc. That's literally what the plate is for.

@WearForbidden There's no expectation of privacy in public places. If it were a human police officer patrolling instead of a camera he wouldn't need a warrant either.
