Former Senate President Sotto just schooled the new Senate President Cayetano, along with his Senate Majority Leader who led the coup at the Upper Chamber. Sotto laid bare the abuse of discretion and procedures committed by the new leadership in citing contempt charges against the NBI agents tasked to serve the arrest warrant for Senator Bato dela Rosa on charges of crimes against humanity.
