President said in a letter: “In the light of the removal of the fuel subsidy and its impact on the national economy, approval is called for the borrowing plan, which amounts to USD 21,543,647,912, and EUR 2,193,856,324.54. And in Japanese Yen, 15 billion Yen and grant of 65 million, respectively. “This initiative aims to generate employment, promote skill acquisition, foster entrepreneurship, reduce poverty, and enhance food security, as well as to improve the livelihoods of Nigerian. Majority of these projects and programs will be implemented across all 36 states and the Federal Capital Territory. “In light of the significant infrastructure deficit in the country and the power of financial resources needed to address this gap amid declining domestic demand, it has become essential to pursue prudent economic borrowing to close the financial shortfall. “These funds will primarily be directed towards critical infrastructural projects, including railways, healthcare among others. Saudi Arabia Announces USD 3 Billion Additional Support, Extends USD 5 Billion Deposit: Finance Minister Federal Minister for Finance and Revenue, Senator Muhammad Aurangzeb, has informed that the Kingdom of Saudi Arabia has committed USD 3 billion in additional deposits, with disbursement expected in the coming week. He further stated that the existing USD 5 billion Saudi deposit would no longer remain subject to the earlier annual rollover arrangement and would instead be extended for a longer period. The Finance Minister made the annoucement while talking to members of the media in Washington, D.C., on the sidelines of the World Bank–IMF Spring Meetings 2026, and shared important details regarding Saudi financial support for Pakistan and the government’s external financing strategy. Senator Aurangzeb said this support comes at a critical time for Pakistan’s external financing needs and would help reinforce foreign exchange reserves and strengthen the country’s external account. He reiterated the government’s commitment to maintaining reserves in line with its obligations to markets and under the IMF-supported programme, including the objective of achieving around USD 18 billion in reserves, equivalent to approximately 3.3 months of import cover, by the end of the fiscal year. The Finance Minister noted that Pakistan had successfully repaid its USD 1.4 billion Eurobond last week, describing it as a “non-event,” and reaffirmed that the government remained fully committed to meeting all upcoming external obligations and maturities on time. He emphasized that Pakistan’s external financing plan is clearly defined and being implemented in a responsible and disciplined manner. Referring to his engagements in Washington, Senator Aurangzeb said that he, along with the Governor, State Bank of Pakistan and Pakistan’s Ambassador to the United States, had held a detailed meeting with Saudi Finance Minister H.E. Mohammed bin Abdullah Al-Jadaan. He recalled that he had also met the Saudi Finance Minister in Islamabad the previous Friday, but noted that the government had deliberately refrained from commenting publicly in the absence of formal communication, despite media reports and speculation, as such matters required clarity and joint understanding before being shared. Mung’aro Proxy Companies Minting Millions from Contractors At least three companies that have secured garbage collection tenders in Kilifi are directly linked to Governor Gideon Mung’aro. It has been established that one of the companies is run by a contractor named Francis Ngala alongside a businessman. Details have emerged of how a contractor named Abubakar Joho, commonly referred to as Abu or Alpha, was shortchanged by Ngala in the awarding of a garbage collection tender. Ngala teamed up with the governor to edge out Joho, who had initially threatened to escalate the matter to the Ethics and Anti-Corruption Commission. In a retrieved audio recording, Ngala laments that he also lost the tender. This is in relation to tender number KCG/WEFNR/1246119/2023/2024 for Mtwapa town garbage collection and disposal. The tender was awarded to Kaereny Construction and Engineering Supplies Ltd, a company that has consistently secured lucrative garbage collection tenders despite a poor track record. The company has primarily been handling garbage collection in Mtwapa, with registration details showing it is owned by Final Kadzo Kithi, wife to businessman Francis Ngala, who is a close ally and PA to Governor Gideon Mung’aro. When relations between Ngala and Joho soured, the governor convened a ceasefire meeting, where Joho was ultimately sidelined despite submitting a strong bid. Private investigations have revealed that Ngala’s company does not meet the required standards for garbage collection but managed to secure the deal through bribery, from NEMA offices to the county level. The county is already on the radar of anti-graft agencies over irregularities and suspected misuse of taxpayers’ money. An insider has hinted that if investigations are carried out successfully, Ngala could be implicated in multi-million-shilling fake tender deals facilitated by the governor. The insider has also called on the EACC and DCI headquarters to transfer officers stationed in Kilifi, alleging they have been compromised to produce favourable reports on the county’s affairs. “We know that our boss is looting through his proxy companies, and the culprits are Ngala and other associates who have managed to compromise the EACC and DCI officers,” the source revealed. Last year, the county was put on the spot for deleting a garbage collection tender advert from its website in a suspected attempt to block investigations into the contract, where available information indicated that the ultimate contractor was single-sourced. This comes amid mounting pressure on the governor over Sh300 million in garbage collection tenders that have been questioned by oversight authorities. This was in relation to tender number KCG/WEFNR/1246119/2023/2024 for the provision of garbage collection and disposal in Mtwapa town and its environs. The county had indicated that the tendering would be conducted under the open, nationally accepted competitive method. The tendering process, especially in garbage collection, has been highly contentious in Kilifi, with the governor under pressure to contain the criticism and scrutiny surrounding it. Also in question was tender No. CGK/MM/OT/027/2023/2024 for the provision of garbage collection and disposal services for Malindi Town and its environs. Garbage collection has become a cash cow in Kilifi, placing senior officers and suppliers at odds. At one point, a county official, Winnie Luwali Wakati, refused to take instructions from Ali Noor regarding inflated supply contracts, which led to her transfer. Ali Noor, who controls several companies handling various contracts in Kilifi—including food supply and non-pharmaceuticals—has declared his intention to run for the Mandera East MP seat. He has allegedly vowed to channel Sh1 billion through inflated contracts to Governor Mung’aro’s 2027 gubernatorial campaign. Through his cartel network, Noor orchestrated Winnie’s removal from the finance department and replaced her with Yahya Shoshi. He also pressured Governor Mung’aro to appoint Idris Haji as the director of finance in a well-calculated scheme to siphon county funds. The conflict between Ali Noor, Mung’aro’s PA, and Francis Ngala, the governor’s confidant, began when Noor requested a subcontract on garbage collection, which Ngala refused. Investigations have revealed that Ngala has an outstanding loan with NCBA, which he used to purchase five trucks, repaying it in installments. At one point, Noor reportedly warned Ngala that he would not receive any payment in Kilifi “unless his late grandmother resurrects.” He was also quoted saying, “I am the shadow governor. If you don’t believe me, call your purported governor and ask about me.”

There is no visible political lineage, no pipeline of leaders he has cultivated, no evidence of institutional development around him. Contrast that with President Bola Ahmed Tinubu (Bola Ahmed Tinubu) whose political mentorship record is extensive and well‑documented. Whether one agrees with his politics or not, the outcomes are undeniable. Under his influence, the following individuals rose to national prominence: 1. He did not list his travel and expense it to the federal government," Rai claims, suggesting that Sohi's visits were deliberately kept off the official records. The Prime Minister met with Chairman of Çalık Holding, Mr. Ahmet Çalık; Chairman of the Board of Directors of Albayrak Group, Mr. Ahmet Albayrak; and the President of the Union of Chambers and Commodity Exchanges of Türkiye (TOBB), Mr. Rifat Hisarcıklıoğlu. During the meetings, the Prime Minister underscored the deep-rooted brotherly ties between Pakistan and Türkiye and emphasized the importance of translating the two countries' exceptional relationship into a stronger economic and investment partnership. He highlighted Pakistan's improving macroeconomic fundamentals, investor-friendly policy framework and the Government's commitment to ensuring a transparent, predictable and business-friendly investment environment. The Prime Minister invited Turkish companies to expand their investment footprint in Pakistan's priority sectors, including energy, mining and minerals, infrastructure, maritime and logistics, information technology, telecommunications, manufacturing, agriculture and privatization. He noted that the Special Investment Facilitation Council (SIFC), working in close coordination with the relevant federal and provincial authorities, continues to provide one-window facilitation and institutional support for strategic investors. In his meeting with Çalık Holding, the Prime Minister emphasized Pakistan's significant opportunities in energy, infrastructure, information technology and privatization. He welcomed the company's interest in expanding its operations in Pakistan, noting that its existing presence through Çalık Enerji and GAP İnşaat provides a strong foundation for deeper cooperation. The Prime Minister also appreciated Albayrak Group's longstanding engagement in Pakistan and encouraged the company to further expand its investments in maritime infrastructure, port modernization and logistics, recognizing its important contribution to Pakistan's connectivity and infrastructure development. In his meeting with the Meeting with the President of the Union of Chambers and Commodity Exchanges of Türkiye (TOBB), the Prime Minister appreciated the organization's continued efforts to strengthen business-to-business engagement between Pakistan and Türkiye. He proposed establishing a structured institutional mechanism for regular interaction between the private sectors of both countries and invited TOBB to lead a high-level business delegation to Pakistan to explore emerging investment opportunities firsthand. The Turkish business leaders appreciated the Government of Pakistan's economic reforms, improving investment climate and investor-friendly policies. They expressed confidence in Pakistan's economic outlook and reaffirmed their interest in expanding investments and developing long-term partnerships across a range of strategic sectors, contributing to the growing economic partnership between Pakistan and Türkiye.
