President Tinubu has submitted a request to the Senate for authorization to borrow 21.5 billion dollars, EUR 2.1 billion and 15 billion yen. It also seeks a grant of 65 million euros. President said in a letter: “In the light of the removal of the fuel subsidy and its impact on the national economy, approval is called for the borrowing plan, which amounts to USD 21,543,647,912, and EUR 2,193,856,324.54. And in Japanese Yen, 15 billion Yen and grant of 65 million, respectively. “This initiative aims to generate employment, promote skill acquisition, foster entrepreneurship, reduce poverty, and enhance food security, as well as to improve the livelihoods of Nigerian. Majority of these projects and programs will be implemented across all 36 states and the Federal Capital Territory. “In light of the significant infrastructure deficit in the country and the power of financial resources needed to address this gap amid declining domestic demand, it has become essential to pursue prudent economic borrowing to close the financial shortfall. “These funds will primarily be directed towards critical infrastructural projects, including railways, healthcare among others. Given the market nature of these needs and the importance of stabilizing the economy, it is crucial to seek the consideration and approval of the House of Representatives for the 2025-2026 External Borrowing Plan. “This will enable the government to fulfill its obligations to the Nigerian people through timely disbursement and effective project implementation.”

Saudi Arabia Announces USD 3 Billion Additional Support, Extends USD 5 Billion Deposit: Finance Minister Federal Minister for Finance and Revenue, Senator Muhammad Aurangzeb, has informed that the Kingdom of Saudi Arabia has committed USD 3 billion in additional deposits, with disbursement expected in the coming week. He further stated that the existing USD 5 billion Saudi deposit would no longer remain subject to the earlier annual rollover arrangement and would instead be extended for a longer period. The Finance Minister made the annoucement while talking to members of the media in Washington, D.C., on the sidelines of the World Bank–IMF Spring Meetings 2026, and shared important details regarding Saudi financial support for Pakistan and the government’s external financing strategy. Senator Aurangzeb said this support comes at a critical time for Pakistan’s external financing needs and would help reinforce foreign exchange reserves and strengthen the country’s external account. He reiterated the government’s commitment to maintaining reserves in line with its obligations to markets and under the IMF-supported programme, including the objective of achieving around USD 18 billion in reserves, equivalent to approximately 3.3 months of import cover, by the end of the fiscal year. The Finance Minister noted that Pakistan had successfully repaid its USD 1.4 billion Eurobond last week, describing it as a “non-event,” and reaffirmed that the government remained fully committed to meeting all upcoming external obligations and maturities on time. He emphasized that Pakistan’s external financing plan is clearly defined and being implemented in a responsible and disciplined manner. Referring to his engagements in Washington, Senator Aurangzeb said that he, along with the Governor, State Bank of Pakistan and Pakistan’s Ambassador to the United States, had held a detailed meeting with Saudi Finance Minister H.E. Mohammed bin Abdullah Al-Jadaan. If you still support Peter Obi, then in my view you should take a hard look at the facts. EXPOSED: Canadian Federal Corruption in the Historic P3 Regina Bypass Project in Saskatchewan High-level corruption within the Public-Private Partnership (P3) project of the Regina Bypass Project. The project, costing taxpayers $2 billion, is now under scrutiny for potentially being the largest documented case of corruption in Canadian P3 history. Bob Rai, a Canadian aggregate supplier, armed with leaked documents, secret recordings, and other evidence, alleges that the Saskatchewan government and federal officials were involved in corrupt practices in the Regina Bypass project. Evidence suggests that the Saskatchewan government silently provided aggregate for free, only for VINCI-RBDB to sell it back to the government at retail prices, summing up to a staggering half a billion dollars. A significant focus of the investigation into the Regina Bypass scandal is the alleged involvement of Amarjeet Sohi, Justin Trudeau's former infrastructure minister with a background of terrorism-related charges in India. Accusations center around Sohi's purported facilitation of Whiterock Ventures Inc. (WRV), a trucking company linked to his brother and election donors. "He came to the trucking company from Ottawa. He did not list his travel and expense it to the federal government," Rai claims, suggesting that Sohi's visits were deliberately kept off the official records. "The reason that he came is because he is personally involved in the loot of taxpayers' money." Further intensifying the allegations, Rai points out potential nepotism and favoritism in the project. Every Wall Street giant that owns an AI data center is suddenly looking for a buyer. And NONE of them want to be the last one holding it. Three of them made their move in the last two weeks: Vantage Data Centers is exploring an exit. Its owners, Silver Lake and DigitalBridge, are weighing a listing at around $100 billion, or a sale, or a stake sale. It would be the largest data center IPO ever done. Three days earlier, CyrusOne started the same process. KKR and Global Infrastructure Partners met Goldman Sachs and Morgan Stanley, and the banks pitched for roles on a listing that could come as early as 2027. Last month, Switch hired Goldman and JPMorgan to take it public at close to $80 billion including debt, possibly by the fourth quarter. Three different companies moved inside the same 14 days, and the same handful of investment banks took every call. And these are the exact same firms that BOUGHT these companies off the public market four years ago. Between June 2021 and early 2022, private equity took the data center industry private. Blackstone bought QTS. KKR and Global Infrastructure Partners took CyrusOne private in a deal worth about $15 billion. DigitalBridge and IFM took Switch private for about $11 billion. Together those deals ran past $35 billion. By 2023 there were only two pure-play data center companies left on the public market. The logic at the time was that data centers burn cash for years before they pay, and public shareholders hate that. But private money was patient, and private money could wait. Four years later, the AI boom arrived and every one of those buildings became a gold mine. So follow this: Switch went private at about $11 billion in 2022. Its owners now want close to $80 billion for it. That is roughly 7x, in four years, on the same buildings. And DigitalBridge sits on both sides of this. It owns a piece of Vantage and it took Switch private. It is now looking for the door on BOTH. The question now is who is supposed to buy. There is no bigger private buyer left to sell to. These are already the largest infrastructure funds on Earth, and the price tags now run to $100 billion. The only pocket deep enough is the public market, which means anyone with a brokerage account or an index fund. The people who bought low from the public are now organizing to sell high back to the public. And they are doing it while telling everyone the buildout is just getting started. KKR raised a record $19.2 billion for its newest infrastructure fund this month, and in June launched a separate company with over $10 billion committed to finance more construction. So one hand raises fresh billions to build more data centers, and the other hand sells the finished ones to whoever will take them. None of this proves anyone thinks the boom is ending. Selling into strength is what these firms are paid to do, and every one of these deals is early stage and might never happen. But the timing tells you something: The most sophisticated infrastructure investors alive spent four years accumulating these assets in private, and all decided in the same two weeks that now is the moment to find someone else to own them. Four years ago these firms decided the public market was too impatient to own data centers. Now they want the public market to own them again, at 7x the price. Quite suspicious.

INSPECTION REPORT ON GULU REGIONAL REFERRAL HOSPITAL (GRRH) Today, I conducted an inspection visit to Gulu Regional Referral Hospital to assess service delivery, engage with the hospital’s top management and staff, and inspect ongoing infrastructure projects. A key area of concern was the staff housing project, for which UGX 6.229 billion was allocated in 2014 for the construction of 52 staff housing units. The project was initially scheduled for completion in 2017. Following disruptions caused by the COVID-19 pandemic, both the project cost and completion timeline were revised, with the new completion date set for March 2023. Regrettably, despite the significant public investment and the extension granted, there is currently no visible progress on the ground. This raises serious concerns regarding accountability and the management of public resources. I have since engaged the Head of the State House Anti-Corruption Unit Anti Corruption Unit - State House Uganda, who has assured me that they will provide an update on the current status of the matter, as the Unit has taken interest in the project. We look forward to a thorough investigation and appropriate action to ensure accountability for any misuse of government funds. On a positive note, I held productive discussions with the hospital’s top management and departmental heads and toured various sections of the facility. I am pleased to report that Gulu Regional Referral Hospital is doing tremendous work in delivering healthcare services despite the challenges it faces. I commend the management and staff for their commitment, dedication, and continued service to the people of Uganda. The Government remains committed to strengthening healthcare infrastructure, promoting accountability, and ensuring that every public resource is used for its intended purpose to improve service delivery.
