So, this question of what executive branch employees and contractors are legally permitted to disclose to Congress is actually complex, and it's not so easy to summarize the entire issue of the problems that whistleblowers face in this short segment. But I'm going to try to at least give you an idea of what's at stake and what's involved. "Equally complex and far more consequential for individuals is what can happen to those who do choose to report wrongdoing in classified programs that have been deliberately withheld from Congress. It is true that protections for whistleblowers, particularly those handling classified, national security information, are often weak in practice, despite the fact that there are laws and regulations, ostensibly. Well, they were passed and enacted to protect whistleblowers. "Sources who possess information about U.S. government. UAP activities, or who have witnessed UAP events, have consistently reported threats to their livelihood and even their personal safety. Harassment, in some cases, has been severe. It is publicly known, for example, that figures like David Grusch and Lue Elizondo, who have not disclosed even firsthand information about Legacy programs, have faced clear retaliation. "However - and this point cannot be emphasized strongly enough - whistleblowers very likely do NOT need to fear prosecution for providing classified information about Legacy programs to Congress, provided that they do so through secure channels. That is to say, you don't just tell them in a foyer of a Capitol Hill building. You need to arrange to be in a Sensitive Compartmented Information Facility, in a SCIF. "What I mean to say, is that laws and regulations are very clear on this point: NDAs prohibit sharing classified information with unauthorized individuals, but Congress is, by statute and regulations, an authorized recipient of classified information. NDAs cannot legally be used to withhold classified programs or associated wrongdoing from congressional oversight. This is explicit in law and regulation." (In other words, according to McConnell, any witness can walk into a SCIF tomorrow and share everything they know about UFOs with any member of Congress. And that includes information related to any Legacy UFO program they may have worked in. They might have fears of retaliation (administratively, and also via threats to their well being) but being prosecuted for speaking to Congress in a secure setting should NOT be a concern of theirs.) McConnell: "Furthermore, the executive branch is required by law to report all Special Access and compartmented programs to Congress, regardless of their sensitivity. Failure to comply with these laws is unlawful and unconstitutional, certainly in the view of Congress. NDAs cannot be used as a shield to evade these obligations." (I wonder if, right now, one or two members of Congress have already been briefed on a certain UAP Legacy program, does that meet the requirement of reporting to Congress and thus, make the program legal?) McConnell: "Now, presidents have claimed in quotes, 'Plenary Article II' authority over sensitive, national security information. Plenary, if you look it up in the dictionary, means total, unfettered, unlimited, and so on. But this is an inferred power, not an explicit constitutional grant. That is, you'll never see, you don't see language in the Constitution that states this. Congress holds equally strong Article I authorities, entitling it to the information it needs to legislate. "I'm confident, personally, that the government would lose any serious legal challenge asserting that Congress is not authorized to receive sensitive classified information covered by executive branch non-disclosure agreements. (Let's test this and send a few firsthand, hands-on whistleblowers who worked in the crash retrieval program to Congress so they can tell all, in a SCIF.) McConnell: "In reality, for the reasons cited, although officials may threaten prosecution, as far as I can tell, and those of other colleagues that I've worked with on this, no one has ever been prosecuted for providing classified information to Congress. Such a prosecution would require showing harm to national security, a claim nearly impossible to sustain when the disclosure is made to Congress itself. For these reasons, I believe the government would not pursue legal actions against whistleblowers who provide protected UAP disclosures to Congress in a secure setting, "Judges, Congress and the American people would not tolerate prosecuting individuals for revealing truths that demonstrate Congress has been misled, has been lied to, about issues of profound importance. But the fear of such such actions, this Alice-in-Wonderland dynamic, remains a powerful deterrent, and it must be addressed." (Play this video clip for every, potential, whistleblower. They need to be educated about this one aspect of the process. But we also need the first person to come forward and test it. A guinea pig, if you will. This assumes they've overcome any fear of retaliation. We know Dylan Borland didn't go through DOPSR and shared what he knows with certain members of Congress. So far, no prosecution.) McConnell: "So what can be done? There is, in fact, a straightforward solution. With the stroke of a pen and a public statement, even a social media post, the President could explicitly affirm that federal law allows protected disclosures to Congress, because Congress is an authorized recipient of classified information covered by NDAs. It could be that simple.) (Will Trump do that and allay the fears of whistleblowers so they're more likely to come forward? Doubtful, IMO.) McConnell: "If the President or his Cabinet members will not make this clear, then Congress should. In addition, congressional committees already possess the authority to grant immunity in exchange for testimony. That is to say, NDAs aside, if you appear in front of a congressional committee that has offered you immunity for your testimony, you cannot be prosecuted for doing so. "However, even if the threat of prosecution is largely a bluff, other forms of retaliation are real and damaging. These include, the fabrication or exaggeration of allegations of security violations for individuals leading to indefinite clearance investigations or revocations. Manufactured claims of misconduct for poor performance, to justify termination of employment. Black marks placed in security files preventing future employment. Reassignment, isolation, marginalization, or hostile work environments. Administrative leave, placing individuals on administrative leave, with or without pay. "For contractors, sudden quote 'changes' to government requirements that simply eliminate their position and their job. And if an individual must take another job during an appeals process, simply to survive, financially, because it takes months and months and months to grind through these appeals processes, simply to survive, financially, they may be forced to take another job. Well, if you take another job, you lose standing to pursue your case, typically "Whistleblowers can face financial ruin, as you can see, especially as legal expenses accumulate. Congress must address this fundamental problem and incentivize potential whistleblowers to come forward by establishing a rapid, assured mechanism to compensate them for lost wages and expenses." (This must happen ASAP. If they know they're going to be taken care of, financially, no matter what, it should encourage more whistleblowers to come forward.) McConnell: "Some may ask, understandably, why UAP whistleblowers deserve special consideration over other whistleblowers? The answer to me is straightforward: The stakes are extremely high when it comes to this topic, few would dispute that the discovery of non-human intelligence visiting Earth would be an event of profound significance. The executive branch appears determined to keep this information secret at the highest levels, making this a major policy decision. One that could place officials assigned to protect whistleblowers, such as Inspectors General, in direct conflict with senior policymakers." (Sharing details of what could be the most important story in the history of humanity definitely deserves special consideration.) McConnell: "These factors distinguish UAP-related disclosures from typical cases of fraud, waste and abuse. Congress may need to take a more active role, even than I've suggested so far, in protecting these individuals. Potentially, by creating and administering a dedicated restitution fund, and modifying current law to allow whistleblowers to go directly to Congress without first filing a complaint with an Inspector General." (These are great ideas that need to happen NOW!) elsewhere Thank you, Kirk. It's a complex issue. People just go, 'Well, why don't they just come forward? It's so easy.' It's actually not. So, just trying to create an environment to enable people that do want to come forward, firsthand, metal benders, people that are working in the labs. And I think it's important for not just the public to understand, but making the plea to members of Congress."

⾨ 🛸👽 Is Dr. Hal Puthoff a True Insider and Gatekeeper? 👽🛸 ⾨ "It SEEMS like there is that crash retrieval program." ~HP "I can't say that I personally have been absolutely briefed on the crash retrieval program." ~HP ~ Gerb on Fresh Freedom Podcast: "At the UAPDF → Disclosure Foundation event, you (Puthoff) stated, if you revealed everything you knew about the subject, you would go to jail. So, I'm gonna take that as assuming you may have worked in a specific-national-program capacity on such projects of exotic, or technologies of unknown origin." (It's well known that Puthoff was involved, via his company, EarthTech, as a subcontractor in the UFO program, AAWSAP. He was the Senior Science Advisor. He was also involved with the follow-up effort (not an official program) known as AATIP. And yes, much of what they worked on was classified, and as far as we know, that's still the case today. So, Puthoff just can't share all that he knows or learned from that, or he could go to jail. In theory. Was Puthoff read into some other UFO-related program or SAP that he's just not telling us about? It seems like that's what Gerb was insinuating. My opinion? I don't think so. And Puthoff explained where his knowledge comes from in this interview from January of 2025. Did Gerb not see this?) Dr. Hal Puthoff: "Well, a program like that, crash retrievals, and so on, and deep analysis. I mean, this is something that, if it's occurring, you know, is still behind the scenes and highly classified." (IF it's occurring.) Puthoff: "However, I've interacted with the various intelligence officers who've been given the job, officially - actual official jobs - to dig out what's true about the so-called Legacy programs and crash retrievals and so on." (He's saying that his knowledge of any UFO-related Legacy programs (including anything on crash retrievals) is based on what other people have told him.) Puthoff: "People like David Grusch, who appeared before Congress, under oath, and he made the statement that, in fact, there is a Legacy program, we do have access to crash-retrieved craft, even crash-retrieved biologics. Knowing him and where he came from...he was at the National Reconnaissance Office, National Geospatial Intelligence Agency, at the highest level of clearances." (Grusch is one person Puthoff references as a source for details on the alleged crash retrieval program. And as Grusch has said, most of what he (Grusch) learned was from talking to others who claimed they were firsthand folks who worked IN the Legacy program. Grusch sent some of those folks to the Inspector General so they could share what they know. So, with this specific information (minus whatever photos or reports Grusch saw), Grusch is a second hand witness and Puthoff is a third hand "witness." Puthoff: "[Grusch] interviewed, as he claimed in his statement before Congress, over 40 individuals over a four-year period, and all this data was collected together, and it seems like there is that crash retrieval program." (Even Hal uses the word "claimed" with Grusch, and he also uses words that tell us (unless you're going to accuse him of lying) that he has NOT been read into any of those programs. "Seems like there is that crash retrieval program." SEEMS.) Puthoff: "So although I can't say that I personally have been absolutely briefed on the crash retrieval program..." (Pretty important sentence right there. He has heard things from folks (like the late Jim Ryder of Lockheed?) who claimed to have worked in that program, but he hasn't officially been read in or had to sign any NDAs, so he can speak about some of it. See my post from yesterday where Grusch says he's lucky he never signed an NDA or he would have had to keep his mouth shut.) Puthoff: "...I've interacted with people like Grusch and many others whose...I just simply can't say I'm not hearing the truth. So, I would put my stamp on the idea that there is such a program." (He's making a judgment on what he has been told. Obviously, I can't 100% rule out that Puthoff hasn't had SOME access to some of this information, and maybe he's seen the same photos that Grusch and Davis have referenced, and Bigelow has hinted at in one of his interviews with George Knapp. But I don't believe Puthoff is on the very inside and just pretending that he's not. We still have yet to hear from someone who worked in those programs, hands on. And yes, I know Puthoff seemed confused when Gerb asked him about the Legacy program being shut down and the timing related to that. I hope The Good Trouble Show with Matt Ford asks Eric Davis about that today. Play the clip of it for Eric. And I also know that sometimes, based on Puthoff's words, it seems like he may be a firsthand witness, but I think that's him just being casual with his words. This interview from 2025 makes it pretty clear how he learned all of this information, or alleged information. My Opinion: Dr. Hal Puthoff has never been on the inside of any UFO-related Legacy program and he is NOT a gatekeeper.)

Grusch decided Congress had a need-to-know, and Congress hadn't been told. And I like to point out, I spoke to a couple of the committees and I told them, 'Look, it's not a congressional program. It's an executive program, and it's run by the president and only the president can say anything about this. I can't say anything about it, the president has to come out.'" (Note: Semivan was careful to cover his azz and say these were answers about a, hypothetical, crash retrieval program. Although, from his past comments, I'm pretty sure he knows (or at least believes) it exists. See here: Semivan Blockbuster I know where the legacy programs are located. You should take [Grusch] and everything he says to the bank. It's our inalienable right to know about this. ) ~ Semivan: "It's what Dave Grusch said. Dave Grusch...worked for AARO (He meant the UAPTF) and he went to various intelligence agencies and questioned the people that were actually working on these programs. And they all told them the same thing, the same story. So he takes this back, and he decides Congress has a need-to-know, and Congress hasn't been told. Which I don't think was true. He didn't know that, but he thought the public also had a right to know. And I'm perfectly fine... He did the exact right thing you're supposed to do if you're a government employee if you think there's something going on that's not legal. And he did it the right way. So, I give him a load of credit for that. And then he explains what it was, and then he's briefing some of the congressmen on this. Now the congressmen are upset, saying, 'Well, wait a minute, we're in charge of spending for the government and what have you. We should have the ability to know this.' But what Congress doesn't realize is these programs, you know, they exist at a very, very high classified level. They're Special Access Programs, and I would say, maybe the Gang of Eight, if them, have the clearances to basically know of these programs. And even if they were to be told of the programs, they could never discuss it, nor could they ever debate it, publicly. It's not theirs to do. They would be told, officially, but just, you know, as a professional courtesy that these things are going on. "Don't forget, the CIA works directly for the President of the United States, all right? So if the CIA would be running this program (AFAIK, they are. ~Joe), they just, basically, talk to the president and the president talks to them. And those conversations are not subject to congressional notification, approval or anything else. And when CIA goes to the oversight committees and briefs their programs, the committees can't tell them, 'We don't like what you're doing.' Well, they can say that. But the only thing they can do, they can't stop the programs. All they can do is stop the funding. "So, you know, the intelligence agencies that work directly for the president answer to him and him only, really. They do tell Congress, because Congress does give them money and there is...that's been going on since 1975 now, and it's a great thing to do. And they've been very, very open and honest with Congress, and Congress, I think, has been wonderful about it. As a matter of fact, you know, Congress has, basically, said in some of these programs, 'Holy cow, this is great! Give a round of applause, you need more money, because what you guys are doing [is] great.' The relationship has always been very good. I thought, you know, between them." (But the folks in the intelligence agencies who are aware of the alleged Legacy UAP-related programs, do NOT tell Congress about them. Except, as Semivan said, MAYBE some members of the Gang of Eight. Certainly NOT members of Congress like Rep. Anna Paulina Luna or Rep. Eric Burlison. I think they have zero chance of being read in right now.) Semivan: "But that doesn't mean if the president, like Truman or Eisenhower, issued a presidential executive-action document or something along those lines, where he said, 'This is an extraordinary circumstance. I'm creating this super-secret thing that nobody gets to know about, not even Congress.' That's, basically, his...he can do that. That's in the power, that's in the Constitution. He has that right to do that without acknowledging." (THAT is how these alleged Legacy UAP programs are protected.) Semivan: "Now, has he (a president) done that without telling somebody? Probably there's one or two people in Congress that know about it at any given time. Maybe one or two people in the National Security Council know about it. Most presidents probably got a very generalized briefing on it, you know, saying, 'Yeah, this is real. If you wanna know more, we can tell you more. But, if you know more then you don't have plausible deniability anymore. And/or, you can't do anything about it anyway, because we don't understand it. But if something happens [and] we discover something that's groundbreaking or earth shattering, we'll come back and tell ya.' "So, imagine if you're a President of the United States. Do you really want to know this? Do you really want to have that hanging on your shoulders? I think not. Particularly when you have somebody else doing the job for you."

The latest public comments regarding Senator Mitch McConnell’s health come from Kentucky’s 2nd District Republican Congressman Brett Guthrie. According to Courier Journal reporter Keely Doll, “Congressman Brett Guthrie said he’s texted with Senator Mitch McConnell but has not spoken with him on the phone.” The accompanying video shows Guthrie saying, “I hope he’s back in Washington soon… we need him back!” Guthrie did not provide any public evidence of the alleged text exchange or clarify whether the messages were sent directly by Senator McConnell or through members of his staff. That now makes three Republican leaders who have publicly claimed to have been in contact with McConnell. Senate Majority Leader John Thune and Senate Republican Whip John Barrasso previously said they each had 20-minute phone conversations with him, describing discussions ranging from world affairs to politics. Longtime McConnell ally and former staffer Scott Jennings offered a similar account on CNN. When asked live on air whether he would call McConnell to help verify those claims, he declined to do so. Meanwhile, Kentucky Governor Andy Beshear has formally sent McConnell a letter requesting an update on his health on behalf of the people of Kentucky. Regardless of politics, it is a highly unusual step that underscores just how many questions remain unanswered. As more lawmakers describe private conversations while little verifiable information is released publicly, skepticism is only likely to grow. If Senator McConnell is well enough to exchange text messages with members of Congress, why not post a brief statement on X, release a short video, or issue a direct message to the public? Any one of those steps would go a long way toward addressing the speculation and restoring public confidence. Questions also remain about Elaine Chao’s whereabouts. It has been publicly reported that she traveled to China for meetings with the CCP shortly after McConnell’s hospitalization. An unnamed spokesperson later told The Daily Beast that she had returned to the United States, but no publicly available evidence confirming her return has been released. 🚨 Congress Not in Control of UFO Disclosure🚨 "Our Congress is not in control. They're ignorant and neutered when it comes to the subject matter. They were being bullied and being harassed at their homes and were scared for their life." (Yesterday, in the Mike Herrera post, I said, "Is there a valid reason Congress has failed to act aggressively on this info. (shared by Herrera and others) and Disclosure? Possibly. And I'll post about that later on today." Well, I didn't get to it yesterday but here it is now. These comments by Barber and others (including Grusch) are, IMO, the most under-discussed aspect of this topic. If this is true, it might explain why Congress has been so passive in trying to get to the bottom of everything. Have things changed since Barber went to the SSCI? I don't know. Barber says "Congress" but everybody else says Congressional "staffers." I know they're inextricably linked, but I'd like to know if it went beyond staffers and featured any actual members of Congress being intimidated or harassed. And the first place I go is the Senate Intelligence Committee and the monitor for CIA, and I start telling my story. They don't question it for one second, they know it's happening. They're edifying everything I'm saying and trying to cut me off because they're so, like, excited to actually get to talk about this. And are like, 'Oh my god, so what do I do?' They're like, 'Give me your number. Do you have Signal? I need to text you. These guys were at my house last night.' And I'm like, 'Wait a minute. They're harassing my home.' And that's the kind of thing that The Defense Department was doing. They were buzzing a guy with Blackhawk helicopters just hovering over his home as an act of intimidation. A staffer, working for the Congress." Jesse: "I know exactly who you're talking about and he was providing a pipeline of Legacy operators..." Coulthart: "He was." Jesse: "...to basically talk to the Senate Select Committee on Intelligence." Coulthart: "So I'm not blaming the staffers because these people are intimidated, they have families, too. And I don't think the public realize, that this is how the game is being played. You've got a vast national security state - and it is, truly, a Deep State, protecting itself, its self interest. Misusing the resources of the state - your money, your taxpayer dollars - to essentially, bully and intimidate. And in some cases, murder people." At least not publicly. If intimation and harassment are still taking place, what are we going to do to combat that? If thew answer is, "There's nothing we can do right now," then I wouldn't expect any Earth-shattering information to be coming from Congress any time soon. The secret UFO reconnaissance program, IMMACULATE CONSTELLATION, was, and likely still is, an actual real-world operation termed a USAP (Unacknowledged Special Access Program). That is, until yesterday, when the accurate and mighty journalist Michael Shellenberger revealed and reported publicly on its operational name, and alluded to its nature and purpose. It is my duty to confirm and verify this to you… The program/operation name is correct (though it MAY have been altered or updated in recent times). That IMMACULATE CONSTELLATION is tasked to: DETECT, QUARANTINE and TRANSFER UAP. It deals with Non-Human Intelligence (NHI) craft and ALSO documents any foreign progress based on performance capabilities derived from reverse-engineered propulsion systems from UAP/UFO craft. FMV, IR, RADAR, Thermal, etc). Ultimately, IMMACULATE CONSTELLATION is indicative of crimes of secrecy, an intentional UAP/UFO coverup, and the abuse of power and position - obstructing legal and necessary oversight with a total disregard for appropriate transparency to the American and global public. Secretary of State Marco Rubio told Fox News last night that the interview he gave for the new documentary film, “The Age of Disclosure,” about unidentified aerial phenomena (UAP) or what used to be called UFOs, was “three or four years ago when I was in the Senate,” that “I was describing what people had said to me, not things that I have firsthand knowledge of.” He described the “pretty spectacular claims” made by “people with high clearances in government” and said, “I just don’t have any independent way to verify everything they said.” And Rubio said the film engaged in a “Little bit of selective editing, but it’s okay, because, you know, you’re trying to sell a show there.” But Rubio also said, “I’m not disavowing” what he said in the film, and, as both Secretary of State and National Security Advisor (NSA), he should have ways to either verify or debunk the spectacular claims made in “The Age of Disclosure.” If Rubio feels he lacks the power to verify the claims in the film, then he should explain why. As NSA and Secretary of State, Rubio has unparalleled access to Special Access Program briefings, compartmented intelligence, and interagency assessments comprised of top-secret and classified information. If Rubio cannot determine whether highly cleared officials are telling the truth or lying, that raises questions as troubling as those around UAPs. Many UAPs are, without question, drones and balloons. Rubio said “the point I was trying to drive at” in “The Age of Disclosure” was preparedness for anomalous threats. “We’re looking for missiles and fighter jets, and they’re coming at us with drones and balloons,” the Secretary of State explained. “I remember when NORAD turned on the radars and started looking for balloons, and all of a sudden, they spotted a bunch of balloons flying overhead, and 90% of them were innocent. A couple of them were Chinese. But we never looked for balloons because our radars aren’t trained for that.” But the Intelligence Community, the Department of Defense, and Congress have rejected the notion that all UAPs are simply advanced Chinese or Russian drones. “None of these resolved [UAP] cases substantiated advanced foreign adversarial capabilities or breakthrough aerospace technologies,” noted the Department of War last year. In “The Age of Disclosure,” Rubio, Senator Mike Rounds, Senator Chuck Schumer, and others say the government is hiding UAP information from the public and Congress. Tulsi Gabbard, President Trump’s Director of National Intelligence, said in August she thought UAPs could represent nonhuman intelligence. “Some of these people were Navy pilots, admirals, generals, whatever,” Rubio told Hannity last night, “that would come forward and say that there were programs in the US government that not even presidents were made aware of.” Pointing this out is not an appeal to authority but rather the recognition that their security clearances and activities give them access to information the public and most lawmakers do not have. Such secrecy must be justified. Whatever UAPs ultimately are, the possibility, raised again by Rubio in his Hannity interview, that America’s President, Secretary of State, Senate-confirmed intelligence heads, and Congressional overseers are being kept in the dark, is troubling. Excess UAP secrecy, as displayed by the redacted documents below, not the claims that UAPs represent nonhuman intelligence, is undermining public trust in government, which is essential for democracy and national security. For years, a large share of the American people have believed the government is hiding what it knows about UAP. Earlier this year, a survey found that 44 percent of Americans “believe the US Government is hiding information about the existence of UFOs,” against 28 percent who don’t. Gallup found that 71 and 68 percent of voters believed the government knows “more about UFOs than it is telling us” in 1996 and 2019. The public is right to believe that the government is hiding what it knows. Dramatic visual proof of this can be seen in the blackened-out pages of the handful of documents that the federal government has released about UAPs in recent years. A February 2020 US Navy UAP briefing document redacts the entire analysis section. The entire “Background,” “Objective,” and most of the substantive sections of the Charter for the Navy’s UAP Task Force is redacted. Even the guide for how to classify UAPs, “The UAP Security Classification Guide,” is heavily redacted. I have, for the last several months, urged President Trump and the leaders of the Intelligence Community to lift the redactions on these documents to no avail. Trump has repeatedly said the government is hiding information. In a summer 2020 interview with his son about an alleged UAP crash in Roswell, New Mexico, Trump said, “I won’t talk to you about what I know about it, but it’s very interesting.” In June of 2024, Trump said that the government has information about UAPs that it has not released. “I have access,” he said, “and I speak to people about it. I’ve had actually meetings on it. And they will tell you there’s something going on.” And Trump told Joe Rogan last year that “a lot” about UAPs has not been revealed. Others in the administration point to secrecy. “Frankly, there are a lot more sightings than have been made public,” said CIA Director John Ratcliffe in 2021. John Greenewald, who filed the successful FOIA requests for the redacted UAP documents described above, told Public in 2023, “Secrecy is tightening. If we are in a new level of transparency that some UFO believers want us to believe we are in, then why is that the case?” Whatever the reason for the secrecy, it is time for President Trump to level with the American people about what the government knows about UAPs. The president has significant discretion over what to share with Congress regarding classified national security material. Both Republicans and Democrats in Congress have expressed frustration with the information they have received regarding UAPs. “I don’t really know what is true on this subject,” said Rep. Jared Moskowitz (D-FL) at a UAP hearing in September. “But I do know when we’re being lied to and we are definitely being lied to, there’s just no doubt about that.” Said Chuck Schumer in 2023, ”The American public has a right to learn about technologies of unknown origins, non-human intelligence, and unexplainable phenomena. And Rubio said, that same year, “There is a lot we still don’t know about these UAPs and that is a big problem.” In 1953, the Office of Scientific Intelligence of the Central Intelligence Agency (CIA) worked with a professor at the California Institute of Technology to create a panel of experts to discredit (“debunk”) sightings out of fear that the Soviets would use public panic and misinformation to undermine trust in the government or distract from actual threats. “The ‘debunking’ aim would result in a reduction in public interest in ‘flying saucers’ which today evokes such a strong psychological reaction,” wrote the report’s authors. But the report, declassified in 1975 and made public in 2001, simply asserted these risks and offered no evidence of such threats. In fact, while the report expressed concern that “skillful hostile propaganda could induce hysterical behavior and harmful distrust of duly constituted authority,” it also noted that “the general absence of Russian propaganda based on a subject with so many obvious possibilities for exploitation might indicate a possible Russian official policy.” Despite the “debunking” effort, President Jimmy Carter said, while running for office in 1976, “If I become president, I’ll make every piece of information this country has about UFO sightings available to the public and the scientists. I am convinced that UFOs exist because I’ve seen one.” Public distrust of the government is proof that the CIA’s 1950s approach of “debunking” has not worked. And anyone who thinks it’s dangerous for current and former government officials to say that UAPs may represent nonhuman intelligence should advocate for greater transparency and disclosure by the government about what it knows....
