This inquiry was initiated to address one of the most pressing issues of our time: the federal and state governments’ responses to COVID-19. The challenges we faced over the past few years highlighted severe shortcomings in our governments’ responses to COVID and weaknesses in our democracy. To ensure justice, accountability and financial compensation, it is imperative that a comprehensive Judicial Inquiry into the government’s handling of COVID-19 is called. This could take the form of a Senate Commission of Inquiry or a Royal Commission. Investigations that must be robust, independent and based on data and facts, with the power to subpoena witnesses and documentation. The handling of COVID affected us all in profound ways. To fully understand the scope of these effects and to prevent this happening again in the future, we need to establish an accurate and detailed timeline of events and associated facts. Placing the most up-to-date information on the record will uncover the truth behind the decisions made and their consequences. These are essential for restoring accountability and trust in governments, and health services and departments. We must make this issue a federal election matter, with the goal being to awaken the public with clear, understandable facts. The public needs to become aware of the magnitude of the problems we faced. The mishandling of this crisis is not a matter of minor errors. It involved significant failures that demand accountability and serious repercussions. That is the only way to restore trust in our medical systems and in our government systems and processes. This issue is far from over. We owe it to ourselves and to future generations—especially our children and grandchildren—to address these failings directly, clearly and bluntly. We must hold those responsible accountable and ensure that such lapses are never repeated.

This moment is not only a proud achievement for all those involved, but it also stands as a powerful symbol of what African scientific leadership can achieve on the global stage. Under the visionary leadership of Prof Christian Happi Christian T. Happi, the team at ACEGID has made extraordinary strides in genomic research, particularly in addressing some of the most pressing infectious disease challenges of our time. The inauguration of the Institute reminds us that the work being done by the ACEGID team is a global public good, benefiting not only Nigeria and Africa but also contributing to global health security. The partnerships fostered between institutions and scientists from the Global North and South are a testament to our shared commitment to protecting and advancing human health. This collaboration has demonstrated what is possible when we work together to confront challenges that affect us all. Under the visionary leadership of President Bola Ahmed Tinubu, Bola Ahmed Tinubu health security remains a central pillar of our broader strategy to transform Nigeria’s health system, unlock the value chain, and improve population health outcomes. It was an insightful session today at the World Economic Forum World Economic Forum as I joined other global leaders, including Anita Zaidi Anita Zaidi of the Bill & Melinda Gates Foundation, Catherine Russell Catherine Russell of UNICEF, and Bernd Montag Bernd Montag of Siemens Healthineers Siemens Healthineers, to discuss the critical importance of investing in women’s health. It also provided an opportunity to share Nigeria’s bold reforms and achievements of HE President Bola Ahmed, GCFR, Bola Ahmed Tinubu under the Health Sector Renewal Investment Initiative (#NHSRII). I highlighted the longstanding neglect of women’s health in global health policies, from reproductive and maternal health to non-communicable diseases (NCDs). Through NHSRII, we are implementing targeted reforms to address these gaps. This includes revitalizing thousands of primary healthcare centers NPHCDA, training over 53,000 frontline health workers, and introducing financial protection mechanisms to ensure women can access essential services, including antenatal and emergency obstetric care, without financial hardship. Our approach integrates innovation and insights from women themselves. For example, focus groups in northeastern Nigeria revealed cultural misconceptions that limit the use of maternal health services, underscoring the need for policies grounded in the lived realities of women. Additionally, we are leveraging Nigeria’s mixed health system by working with the private sector to localize the production of reproductive health commodities and expand economic opportunities for women through job creation in healthcare. We are also prioritizing women’s leadership in healthcare governance through initiatives like the National Health Fellows Program, ensuring women are at the forefront of shaping inclusive policies. These efforts are driven by our commitment to equity and reflect the broader Renewed Hope Agenda’s whole-of-society / whole -of-government approach to achieving better health outcomes for all Nigerians. I would like to acknowledge our moderator, Ms Fifi Peters Fifi Peters of CNBC Africa CNBC Africa, for facilitating such a vibrant and insightful session that allowed us to explore these critical issues with depth and purpose. Today, we are pleased to share encouraging news regarding our response to the Ebola outbreak in AFC/M23/Twirwaneho-administered areas. Following weeks of coordinated surveillance, case management, contact tracing, laboratory testing, and community engagement, we are pleased to announce that all identified contacts have successfully completed their follow-up period. Over the course of the response, more than 400 contacts were monitored with a daily follow-up completion rate exceeding 98 percent. Throughout this intensive surveillance period, no additional Ebola cases were detected among those under follow-up. At this time, there are no confirmed Ebola patients receiving treatment and no contacts currently under active monitoring within our jurisdiction. This marks the successful containment of the first wave of the outbreak in the areas under our administration. This achievement would not have been possible without the dedication and sacrifice of our frontline healthcare workers, surveillance teams, laboratory personnel, community health volunteers, local leaders, and all those who worked tirelessly under challenging circumstances to protect our communities. We also extend our sincere appreciation to our humanitarian and technical partners whose expertise, logistical support, and collaboration were essential to this successful response. A key lesson from this response has been the importance of people-centered interventions. Through sustained door-to-door community engagement, health education, and close collaboration with local communities, we strengthened public trust, encouraged early reporting of suspected cases, and promoted adherence to public health measures. These efforts were instrumental in successfully containing the outbreak. Today's announcement should not be interpreted as the end of the Ebola threat. The Ebola virus remains active in other parts of eastern Democratic Republic of the Congo, where ongoing transmission continues to pose a regional public health risk. As long as transmission persists elsewhere, there remains the possibility of imported cases into our communities through population movement. Public Health Agency of Canada releases first report on psychological manipulation of citizens🩺🇨🇦 Under Chief Medical Officer Theresa Tam, the Public Health Agency of Canada has launched a behavioural science office and released a report on persuasion tactics for compliance, raising ethical concerns about transparency in how taxpayer money is used to influence public behaviour. Canada’s public health agency (Health Canada and PHAC) has established a behavioural science office (BeSciO) and has recently released its first report detailing its persuasion of public compliance under the guidance of Chief Medical Officer of Canada, Theresa Tam (Canada's CPHO). Tam, who also serves on various World Health Organization committees, has been heavily scrutinized for this conflict of interest in recent years. The report starts with a land acknowledgment and outlines the Public Health Agency of Canada’s progress in establishing BeSciO from April 2021 to March 2023. Launched in Spring 2021, BeSciO emphasizes the importance of human behaviour in public health and supported the government's pandemic response with critical advice and evidence. The report defines behavioural science (BeSci) as a multidisciplinary field that studies human behaviour and decision-making by integrating psychology, neuroscience, and social sciences. It emphasizes the importance of understanding psychological, sociocultural, and systemic factors that influence decision-making, enabling practitioners to create effective solutions that impact behaviour-based outcomes. It’s noted in the report that BeSciO has “joined forces with the Office of the Chief Public Health Officer, the World Health Organization, the Organisation for Economic Co-operation and Development and the Behavioural Insights Team, to name only a few.” As such, it’s important for the public to be prepared for the “crazy ideas” coming down the pike, as stated by WHO director-general Tedros Ghebreyesus (Tedros Adhanom Ghebreyesus) during a strategic roundtable on behavioural science for better health in 2022. Tam confirms collaboration with the World Health Organization (WHO), utilizing their behavioural insights tool to monitor compliance with public health measures. The new unit says it is “indebted to the incredible staff of BeSciO, as well as PHAC’s Data, Surveillance and Foresight Branch (formerly Corporate Data and Surveillance Branch).” The report is signed by Heather Devine (Heather Devine 🇨🇦) and Dhurata Ikonomi (Dhurata Ikonomi 🇨🇦), but the rest of the behavioural science team remains unclear. Notably, while partner Impact Canada lists its behavioural insight team, neither Devine nor Ikonomi are included, suggesting the government employs behavioural scientists in various, less transparent roles beyond public health. BeSciO was formed after a “needs assessment” was conducted in April 2021, and then Minister of Health Patty Hajdu, who is said to have “recognized the critical role of human behaviour in public health.” “Creating BeSciO introduced an innovation and experimentation function within the Branch to support PHAC's revitalization as a world-leading, data-driven public health organization,” it says. It would appear that one of their first tasks was the May 2021 memo titled “Testing Behaviourally-Informed Messaging In Response To Severe Adverse Events Following Immunization” where messaging and communication around COVID-19 vaccine injuries needed to be framed in a way that did not compromise the government's safe and effective marketing slogan. Faced with mounting distrust in public health after its grotesque failures in pandemic handling and response, in its first year, BeSciO aimed to address “priority areas such as vaccine confidence, public health measures, combatting mis/disinformation, borders measures, and public health communications to inform key pandemic response activities. In its second year, BeSciO expanded its focus to new areas that emerged as critical to PHAC’s mandate, including climate change and infectious disease, mental health, and antimicrobial resistance.” The new office highlights the growing global use of behavioural science to improve health outcomes by addressing human decision-making tendencies. It aims to predict responses to policies, identify barriers to health-promoting behaviours, design aligned programs, and evaluate interventions for better outcomes. In its first two years, it completed 11 research projects, responded to over 50 advice requests, recruited 10 fellows, conducted 10 training sessions, expanded its community of practice by 308 members, and published 63 newsletters on topics including COVID-19, public trust, mental health, and climate change. It further outlines how it came after the WHO developed the behavioural insights tool – the organization that says “One of the most critical elements of reducing virus transmission is public behaviour.” BeSciO plans to use its research to gauge Canadians' intentions regarding public health measures, studying misinformation and public trust in PHAC. Future project areas include antimicrobial stewardship, childhood immunizations, mask-wearing, mental health, and climate change. They will apply the IMPActS model to shape perceptions and behaviours, which involves identifying policy challenges, mapping targeted changes, prototyping solutions, testing effectiveness, and scaling successful strategies. Notably, their efforts include supporting routine childhood immunization programs during the pandemic through collaboration with the Vaccine Behaviour and Confidence Team of PHAC. The use of behavioural science to nudge compliance often amounts to coercion, occurring subliminally without the public's awareness, undermining personal autonomy and trust. It raises ethical concerns about experimenting on individuals without consent and emphasizes the need for transparency from the agency about these techniques and their impact on public behaviour, particularly given the millions in taxpayer funding involved. The World Health Organisation (WHO) has declared Monkeypox a global public health emergency, triggering emergency powers to drive vaccine sales that benefit big pharmaceutical companies with ties to the organisation. This decision serves corporate interests rather than public health. Regulatory agencies that are meant to protect the public fall under undue influence from the industries they regulate. The WHO is a corrupt organisation that is designed to funnel taxpayer money to its billionaire donors. Australian taxpayers gave $30 million to the WHO last year, likely as a show of loyalty. Transparency is lacking. Major donors include Gavi, a vaccine alliance funded by corporations tied to predatory giants like BlackRock and Vanguard, who also own large shares in pharmaceutical companies. The WHO's Monkeypox emergency, declared solely by its director-general, Tedros Ghebreyesus, highlights the unchecked power of the position. This decision created a market for four already-approved vaccines linked to companies backed by BlackRock and Vanguard, ensuring massive profits for their shareholders. A new Monkeypox vaccine is expected soon, likely fast-tracked by compromised regulators like Australia's Therapeutic Goods Administration (TGA). The WHO previously tried to raise alarm over Monkeypox but found little public concern, so they rebranded it as "Mpox" to push vaccine sales. This benefits the predatory billionaires who control vaccine companies, funnel money to Gavi and the WHO, and fund political parties, including Australia's Liberal and Labor parties. Recent revelations show Anthony Fauci concealed plans to engineer a more deadly and highly transmissible Mpox virus. This "gain-of-function" research has pandemic potential and should be stopped immediately. It’s troubling that Australia's CSIRO was involved in gain-of-function research for COVID-19, yet faces no consequences. The WHO and the TGA have failed in their regulatory duties, serving political agendas rather than public interest. During COVID, the TGA prioritised government control over public health, and there are concerns the same will happen again with Mpox. Every Monkeypox case should be verified through public lab tests, especially as redacted data was used to justify COVID measures that harmed public health. I rise to draw the urgent attention of this House to the continued distress of women workers implementing critical government programs—ASHA workers, Anganwadi workers and helpers, and community resource persons under the National Rural Livelihood Mission. These initiatives are intended as pathways to women’s empowerment. However, despite their vital contribution to public service delivery, these women workers are overburdened and underpaid. Across the country, ASHA workers undertake immunisation, mobilisation, maternal health, and family welfare, yet they remain volunteers with low honorarium and limited social security. Anganwadi workers, similarly, are paid a meagre honorarium of Rs. 4,500 and Rs. 2,250 per month by the Union Government. Beyond low pay, there are currently nearly three lakh vacancies in the ICDS at various levels. These gaps leave lakhs and lakhs of children and mothers without essential services. Even when filled, these posts fall short of population norms due to the lack of updated census figures since 2011. I urge the Government to work closely with the States to prioritise the following measures: 👉One, filling all existing vacancies; 👉Two, ensuring timely remuneration to all workers; 👉Three, doubling the Union Government’s contribution to the pay of these frontline workers; 👉Four, appointing an additional ASHA worker in villages with a population greater than 2,500; 👉Five, doubling the number of Anganwadi workers to enable early childhood education in addition to existing nutrition and health initiatives.
