How hard is this to understand? We have three branches of government that are independent of one another and that check one another, depending on the branch. You have the first branch, which is Legislative branch. You have the second branch, which is the Executive. And you have the third branch, which is the Judiciary. Trump is the president of the United States. Congress is well within its prerogative to say no to the president of the United States.
