I don't think its that deep they probably labeled him as missing in action because there is no conformation of his death. There was no one to witness his death and well they couldnt recover a body as far as the UNSC is concerned he's missing.

“The soldier I previously recommended for military court marshal is (pause) I resend and redact that portion of my earlier report. That soldier is officially missing in action, lost during heavy combat on algolis.”

When I first saw this I thought that the Hrunting was one of the early model Mjolnir powered armor suits.
