Genuinely they probably told the animation team that “his eyes should turn into hearts”, or “he should have heart eyes”, and they just completely misunderstood what that meant

This is probably one of those cases where the animators that got the scene misinterpreted the storyboard and thought “Heart in Eyes” meant “Eyes as Heart” or it was always like that in the storyboards but didn’t translate well when animated
