Frontiers on jailbroken PS4 runs like butter

why jailbroken doe fps cap??

That wasn't the reason for jailbreak but yeah, Frontiers have fps cap and unlocking it gives more fps

so its able to reach 60 but its artificially locked to 30?

Sometimes yeah but it mostly 40-50 fps
