This is what we call "forcing". The car should have stopped and let the pedestrians go. There is a pedestrian sign after them, so worth to consider to yield them. The fact that the pedestrians stop doesn't mean they wave their "right to go", it means they rather can't decide if the car stops or not and they stop preventively since they are the "weaker". This is what taxi drivers do sometimes here, and almost always in CZ and HU. It is a rude behaviour.
