So police can arrest people ina group because “they MIGHT commit a crime”, but they also can’t do anything about stalkers and dangerous exes because “they haven’t done anything yet”.

The fact that police get to determine what is an isn’t acceptable is one of the scariest parts. It gives them free rein to arrest and punish whoever they feel like. And they’ll absolutely use that power to further torment minorities.
