As nanotechnology continues to evolve, it has the potential to significantly enhance the functionality and longevity of BCIs, making them more effective in facilitating neural communication. Nanotechnology, as the frontier field of the development of science and technology in the 21st century, is gradually penetrating into the research of neuroscience and brain-computer interface, injecting new vitality and possibilities into this interdisciplinary subject. With the deepening of human cognition of the brain, neuroscience and brain-computer interface technology has increasingly become a bridge connecting the biological world and the digital world, aiming to interpret the brain information and realize human-computer interaction through advanced technological means, and then promote the innovation of medical treatment, rehabilitation, intelligent control and other fields. The introduction of nanotechnology provides a different perspective and means to solve the technical problems in the field of neuroscience and brain-computer interface. Government mind control is the stuff of conspiracy theories. Many homeless people suffering from schizophrenia or meth-induced psychosis claim to be victims of it. And it is common to find people online who say they are victims of mind control, directed energy weapons, and gang-stalking by government agents. These delusions appear to have arisen after evidence emerged in the 1970s that the CIA was engaged in mind-control efforts, the subject of a congressional hearing last week. The CIA’s MKUltra program, for example, tested LSD on prisoners and hospital patients without their consent. After World War II, the CIA may have continued Nazi experiments into mind control, even using former Nazi doctors and operating a black site in Germany where some victims died, testified a journalist-turned-historian. “Kurt Blome, who was the chief of biological weapons development for the Nazi government, came to work for the CIA,” noted former New York Times reporter Stephen Kinzer, who authored Poisoner in Chief about the head of MKUltra. “So did Walter Schreiber, who was the surgeon general of the Nazi army.” The hearing that Rep. Anna Paulina Luna convened on June 30 did not receive much media attention, likely because some of it covered what is viewed in Washington, D.C., as old news. The CIA released MKUltra financial files in 1977. The two witnesses, Kinzer and Tom O’Neill, both published their books in 2019. The two testified that little new information had come to light since then. But the hearing was significant in part because O’Neill raised the possibility that the CIA’s mind control research may never have ended. “Did it continue?” O’Neill said. “I don’t know. I can’t imagine that it didn’t, though, because the technology — that they worked to establish over 20, 25 years and spent more money on than any operation the CIA ever conducted — was successful. I imagine it’s being used.” Jolly West, a doctor and MKUltra contractor, reported in 1956 that, through the use of LSD and other drugs, he could “speed the induction of the hypnotic state and deepen the trance,” after which he could replace “true memories” with “false ones” in people’s minds without them knowing it. Two years earlier, a 34-year-old Air Force sergeant with no history of violent or criminal behavior murdered a three-year-old girl in an apparent trance state. West was assigned to be the man’s psychiatric expert. It turned out that the sergeant had been, ostensibly, undergoing an experimental treatment for his migraine headaches at the base. O’Neill points to connections between the West and the Manson Family murders without drawing definitive conclusions. In his book, Chaos, O’Neill reveals that West visited the jail cell of Jack Ruby, who killed Lee Harvey Oswald, the alleged assassin of President John F. Kennedy, just hours before Ruby had a psychotic break. The CIA destroyed MKUltra evidence, lied to Congress about it, and fabricated false reports, including the one by West. But there are many MKUltra files, photos, and films still out there, said the witnesses, sitting in the archives and attics of the 80 scientific, medical, and university institutions and at least 185 non-government researchers. In fact, a large new body of documents, photographs, and films about apparent mind control and psychic warfare will soon come to light. The son of Andrija Puharich — an American physician, scientist, and inventor who used teenagers in his psychic experiments — gave documentary filmmaker Greg Mallozzi access to his father’s archive, which includes numerous recordings. “I worked as a consultant to the CIA,” Puharich says in one of them. “My boss was the chief medical director who’s in charge of all the dirty tricks stuff when it came to drugs and hypnosis and all the mind manipulation stuff.” The new documentary is called “Mind Traveler” and will be released this fall.... This is the most meaningful interview I’ve done: seeing my friend Francis Pedraza react to conversations we had 8 years ago before his success. The journalist who took down Harvey Weinstein just spent 18 months investigating Sam Altman. And what he found out is genuinely insane: The people who built OpenAI went on record saying he can't be trusted with the future of humanity. A Microsoft executive even compared him to Bernie Madoff. Paul Graham, the man who RECRUITED Altman to run Y Combinator, told colleagues Altman had been "lying to us all the time." Multiple YC partners had complained about Altman's behavior by 2018. He was effectively forced out in 2019 despite publicly claiming for YEARS that he left voluntarily. Former board members described him as "unconstrained by truth." And the investigation found that Altman reportedly lied to the board about obtaining safety approvals for some of ChatGPT's most controversial features. That's the man running an $852 billion company with 900 million weekly users and a Pentagon contract. But here's where this gets really crazy: The New Yorker investigation dropped on Sunday. SAME DAY, Altman publishes a 13 page policy paper proposing robot taxes, a public wealth fund, and a four-day workweek. The most ambitious social policy document in OpenAI's history. Dropped within HOURS of the most damaging article ever written about him. That's not coincidence. Monday: Elon Musk files a court motion demanding Altman be REMOVED as CEO. He wants the for-profit conversion completely unwound. Then Friday at 3:45 AM: a 20yo throws a Molotov cocktail at Altman's San Francisco mansion. It bounces off the house. Lights the gate on fire. An hour later, same guy shows up at OpenAI HQ threatening to burn the building down. Police arrest him on the spot. Nobody was hurt. But within hours, Altman posts a photo of his husband and 1yo child on his blog. Writes that he hopes the image "might dissuade the next person." Then blames the New Yorker article for making things "more dangerous" for him. In 5 days, Altman went from the target of the most devastating investigation in tech history to the sympathetic father whose family was attacked. Now anyone who criticizes him has to do it in the shadow of a firebombing. The New Yorker spent 18 months building the case that Altman is dangerous. Altman turned it into the reason HE'S in danger. When Judge Napolitano asked me on his show how Syria ended up with Abu Mohammed al-Jolani as its “president,” I could almost hear the cognitive dissonance on the other side of the screen. How does a man who was once the emir of al-Qaeda in Syria, a co-founder of ISIS by any reasonable historical reading of his trajectory, become Washington’s chosen man in Damascus? For me, the answer is not a mystery. It is the logical end of a dirty war that began not with Syrian protesters in 2011, but in an American-run prison camp in Iraq years earlier. And if anyone still suspected this was “just a conspiracy theory,” a former CIA officer – John Kiriakou, who went to prison for exposing CIA torture – has now said publicly what many of us have long argued: Jolani is, in all likelihood, a CIA asset. Let’s start with the timeline, because the timeline alone already screams “intelligence operation.” Abu Mohammed al-Jolani was in a CIA-run prison in Iraq – Camp Bucca – alongside another familiar name: Abu Bakr al-Baghdadi. Both men were released in early 2011. “Coincidentally,” that is exactly when the regime-change war in Syria begins. Within weeks, Baghdadi goes on to lead what becomes ISIS, and Jolani crosses into Syria to found Jabhat al-Nusra – officially al-Qaeda’s franchise in my country. Washington designates Nusra a terrorist organization. The UN follows suit. On paper, Jolani is the enemy. The State Department even slaps a $10 million bounty on his head. But bounties are cheap. Cruise missiles are expensive. And for over a decade, while the US flattened cities in Iraq and Syria allegedly to fight “terrorism,” it somehow never found the time, or the coordinates, to seriously target Jolani or his core command structure, even though he controlled large swaths of Syrian territory from Aleppo countryside all the way to Idlib. Because Jolani and his men were fighting the one government Washington had already decided must go: the Syrian state under Bashar al-Assad. This is where Operation Timber Sycamore comes in: a multi-billion-dollar CIA covert program that funneled weapons, money, and training to so-called “rebels” in Syria. They were sold to Western audiences as “moderate opposition.” On the ground, those moderates were a disappearing species. What existed in reality were hardline Salafi-jihadist factions, with Nusra at the top of the food chain. The Free Syrian Army (FSA) was the mask, the logo on the paperwork, the brand name you could sell to Congress and CNN. The real muscle on the ground was Jolani’s men and other takfiri groups, who did the actual fighting, took the actual territory, and imposed their version of rule. Weapons went “to the moderates.” The moderates magically handed them to al-Qaeda. Everyone in Washington pretended to be surprised. No one stopped the pipeline. Over the years, the mask slipped. US officials themselves began to speak of Jolani as something more than just a former enemy. James Jeffrey, Washington’s former envoy to Syria, openly called Jolani “an asset” for US strategy – not my word, his. Robert Ford, the former US ambassador to Syria, has publicly admitted that he personally worked with Jolani to “take him out of the world of terrorism” and polish him into a politician. Think about what that means: the same US that claims to be fighting an endless war against al-Qaeda quietly devotes diplomatic energy to rehabilitating the Syrian branch of al-Qaeda into a partner, a useful strongman, a future head of state. I said on the show, and I repeat it here: I believe Jolani was recruited in Camp Bucca. The timeline makes no sense otherwise. You don’t walk out of an American-run prison and, weeks later, magically have the networks, the money, the arms, and the logistical capacity to found al-Qaeda in Syria, right at the moment when Washington and its allies need a battering ram against Damascus. Recently, former CIA director David Petraeus even sat with Jolani and told him, “Your success is our success.” What more do people need? A signed employment contract? But let’s assume, for a moment, that you still think this is a stretch. Enter John Kiriakou. Kiriakou is not a YouTuber chasing clicks. He is a former CIA officer who went to prison because he exposed the torture program and named the torturers. His loyalty is clearly not to the Agency’s PR department. Recently, on Unfettered Speech, he described the Jolani situation bluntly. Here is the essence of what he said, which Judge Napolitano played on air: -The “new president” of Syria is a former al-Qaeda member and a co-founder of ISIS. -This same man is welcomed at the White House. -Senior US officials, including the Assistant Secretary of State for the Near East, travel to meet him. -President Trump suddenly lifts sanctions on Syria as Jolani consolidates power, prompting Syrians – desperate and exhausted – to dance in the streets. The only thing that makes sense is that Jolani is a CIA asset, per Kiriakou’s. When a former CIA officer who has already sacrificed his career and freedom to tell the truth looks at the pattern and says, “This is our guy,” it is not a conspiracy theory anymore. Now, you may ask, why would the United States and its allies back such a man? The answer lies in what Syria used to be, and what it has now been turned into. Before this war, Syria, for all its flaws, was a horizontally integrated state. People identified themselves as Syrian first and then Armenian, Druze, Christian, Alawite, Sunni, Shi’a, Kurdish, and so on. The state’s foreign policy aligned with Iran and Hezbollah, supported Palestinian factions, and kept a real deterrent posture toward Israel. For Washington and Tel Aviv, this was unacceptable. The goal was not “democracy”; that word is just wrapping paper. The real objective was to remove a government allied with Iran and replace it with a fragmented landscape: a weak central authority in Damascus, surrounded by sectarian cantons and warlord enclaves, all dependent on foreign patrons. Jolani is perfect for this role. For Israel, he brings vertical division. A man with a long al-Qaeda pedigree ruling Syria is a nightmare for minorities: Christians, Druze, Alawites, Shi’a, many Kurds, and other smaller communities. They will not accept al-Qaeda rule. So they retreat into their own militias, their own cantons, their own de facto mini-states, exactly in line with old Israeli strategic doctrines like the Yinon Plan, which openly advocated fragmenting neighboring states along sectarian lines. On the ground, we already see it: -Druze militias running their own affairs in the south with quiet Israeli backing. -Kurdish forces in the northeast under US protection, managing their own autonomous zone. -Alawites discussing an autonomous coastal enclave. -Christians living in silence and fear. You don’t need formal borders on a map to balkanize a country. When I, as a Syrian of Armenian origin, stop thinking of myself as Syrian first and start thinking purely as Armenian, when I instinctively fear my neighbor because he is from another sect, the balkanization has already happened in the mind. For Washington, Jolani is equally “useful.” He has promised to normalize relations with Israel, to open Syria’s markets to Western capital, and to hand over the country’s resources from the hydrocarbons east of the Euphrates to the gas fields under the Mediterranean to American and allied companies. A 24-million-person country reduced to a reconstruction market: $300 billion worth of contracts, infrastructure projects, and “investments.” But for investors to feel safe, they need a strongman in Damascus who can project the illusion of stability while remaining utterly dependent on foreign protection. That strongman, in their design, is Abu Mohammed al-Jolani. But Jolani is not acting alone. Around him is a constellation of Western intelligence veterans and “conflict resolution” NGOs acting as intermediaries. British MI6 circles, under figures like Jonathan Powell – former chief of staff to Tony Blair – are central in managing this process. Powell runs an organization called Inter Mediate, which specializes in “talking to armed groups.” Behind the humanitarian language lies political engineering. One of Inter Mediate’s operatives, a woman named Clare Haigh, is now said to have an office inside the Syrian presidential palace, advising Jolani on how to talk, how to dress, how to handle journalists, how to sell himself as a reformed jihadist turned statesman. And then there is Qatar. Ahmed Zaidan – once Osama bin Laden’s favorite journalist, photographed sipping tea with him and broadcasting his tapes on Al Jazeera – is now a personal adviser to Jolani. Make it make sense. An al-Qaeda emir, handled by US and British intelligence veterans, advised by bin Laden’s favorite media man, massaged by Western PR consultants, welcomed in Washington, and crowned in Damascus as “president.” If you wrote this as fiction, an editor would tell you it’s too on the nose. Since Jolani took power through an international and regional deal that pushed Assad aside, over 11,000 people have been killed. Many of them are from the very minorities the West loves to mention in speeches but abandons in practice. Videos circulate of his fighters asking terrified villagers at gunpoint, “Are you Muslim or not?” and executing those who give the “wrong” answer, including Druze and Alawites who are not recognized as “true Muslims” by their extremist ideology. Christians, who had already suffered massive emigration between 2011 and 2024, are being squeezed further. They have no organized armed force, no foreign sponsor. They are expected either to live under the mercy of an al-Qaeda-bred regime or to leave the land of their ancestors. This is what Washington’s “asset management” looks like in human terms. If you are an American reading this, you might be tempted to say: “This cannot be. My government would never knowingly empower al-Qaeda.” But it already has, repeatedly. From Afghanistan in the 1980s, when US intelligence backed the Mujahideen (and, indirectly, their Arab foreign fighter allies), to Libya and Syria in the last decade, where jihadist factions were instrumentalized against secular or nationalist governments, the pattern is clear. The names and acronyms change. The logic does not. The same establishment that lectures the world on “democracy” and “human rights” is perfectly willing to install a man like Jolani as the ruler of one of the oldest civilizations on earth, as long as he delivers strategic gains: -breaking the Iran–Syria–Hezbollah axis; -fragmenting Syria into weak, controllable pieces; -opening its resources and markets to Western and Gulf capital; -and giving Israel unprecedented strategic depth and security. Everything else – the massacres, the ethnic cleansing, the collapse of national identity, the destruction of ancient communities – is treated as collateral damage. I am often asked what Syria will look like in five or ten years. I wish I could answer with optimism. Right now, the forces pushing to turn my country into a permanent vassal state – ruled by a former al-Qaeda emir, policed by foreign intelligence, exploited by foreign capital – are incredibly strong. But nothing in this region is permanent. People who come to power by cutting off other people’s heads often lose their own. If there are still sane voices left in Western politics – people like Tulsi Gabbard 🌺, whom I mentioned on air – they must at least recognize this insanity: backing an al-Qaeda emir as “our man in Damascus” is not just immoral; it is ultimately self-destructive. Syria does not need Jolani. The West does not need Jolani. There are Syrians who can have friendly relations with the United States without being former al-Qaeda commanders, without murdering their own people, without turning an ancient nation into a laboratory for extremist social engineering. The question is not whether such alternatives exist. They do. The question is whether Washington and its allies want a sovereign, stable Syria, or whether they prefer a shattered, cantonized carcass kept alive just enough for the next “asset” to feed on.

The House of Representatives impeached President Donald Trump on December 18, 2019, after a White House whistleblower went public with evidence that Trump abused his powers by withholding military aid to Ukraine in order to dig up dirt on his rival, Joe Biden. In the complaint, the whistleblower claimed to have heard from White House staff that Trump had, on a phone call, directed Ukrainian President Volodymyr Zelensky to work with his personal attorney, Rudy Giuliani, to investigate Joe Biden and Hunter Biden. The whistleblower who triggered the impeachment was a CIA analyst who was first brought into the White House by the Obama administration. Reporting by Drop Site News last year revealed that the CIA analyst relied on reporting by a supposedly independent investigative news organization called the Organized Crime and Corruption Reporting Project (OCCRP), which appears to have effectively operated as an arm of the United States Agency for International Development (USAID), which President Trump has just shut down. The CIA whistleblower complaint cited a long report by OCCRP four times. The OCCRP report alleged that two Soviet-born Florida businessmen were “key hidden actors behind a plan” by Trump to investigate the Bidens. According to the story, those two businessmen connected Giuliani to two former Ukrainian prosecutors. The OCCRP story was crucial to the House Democrats’ impeachment claim, which is that Trump dispatched Giuliani as part of a coordinated effort to pressure a foreign country to interfere in the 2020 presidential election, which is why the whistleblower cited it four times. In a 2024 documentary that German television broadcaster NDR made about OCCRP’s dependence on the US government, a USAID official confirmed that USAID approves OCCRP’s “annual work plan” and approves new hires of “key personnel.” NDR initiated and carried out the investigation with French investigative news organization Mediapart, Italian new group Il Fatto Quotidiano, Reporters United in Greece, and Drop Site News in the United States. However, according to a Mediapart story published the same day as the Drop Site News article, NDR censored the broadcast “after US journalist Drew Sullivan, the co-founder and head of the OCCRP, placed pressure on the NDR management and made false accusations against the broadcaster’s journalists involved in the project.” On December 16, Drop Site’s Ryan Grim posted a link on X to the 26-minute-long documentary. “NDR, Germany’s public broadcaster, is facing a censorship scandal and has defended itself by saying it never killed a news report about OCCRP and its State Department funding — b/c no report was ever produced to kill,” said Grim. “That was absurd — and dozens, maybe hundreds, of journalists knew it to be false, and now of course, someone has leaked it.” The journalistic collaboration revealed that OCCRP’s original funding came from the Bureau of International Narcotics and Law Enforcement Affairs of the State Department, and quotes a USAID official who says, “Drew’s just nervous about being linked with law enforcement,” referring to Sullivan. “If people who are going to give you information think you’re just a cop, maybe it’s a problem.” OCCRP does not operate like a normal investigative journalism organization in that its goals appear to include interfering in foreign political matters, including elections, aimed at regime change. Sullivan told NDR that his organization had “probably been responsible for five or six countries changing over from one government to another government… and getting prime ministers indicted or thrown out.” As such, it appears that CIA, USAID, and OCCRP were all involved in the impeachment of President Trump in ways similar to the regime change operations that all three organizations engage in abroad. The difference is that it is highly illegal and even treasonous for CIA, USAID, and its contractors and intermediaries, known as “cut-outs,” to interfere in US politics this way. OCCRP threatened to file a lawsuit against Public in response to questions we sent. “The premise of your article is factually false and defamatory,” wrote Miranda Patrucic, the Editor in Chief of OCCRP, over email. “The claim by Dropsite News and partner media that USAID has control over editorial appointments has been disproven and we suggest you read our response to that.” But neither OCCRP nor anyone else disproved Drop Site’s allegations and Drop Site stands by them. BREAKING: Former Vice President Dick Cheney Implicated In The American UFO Reverse Engineering Program UAP researcher UAPGerb (Gerb) lays out the most detailed reconstruction yet of how the U.S. government has organized UFO crash retrieval, storage, and technology exploitation since the 1940s. This is not one program. It is a layered, compartmentalized system that grew out of the Manhattan Project, the Atomic Energy Commission, and Cold War intelligence structures. 1) The Pyramid Gerb explains the UFO legacy program as a pyramid. These directorates oversee UFO programs, not the White House or Congress. The critical middle layer, FFRDCs: Federally Funded Research and Development Centers like MITRE, Battelle, Sandia, Lawrence Livermore, Oak Ridge. These are government-owned but contractor-operated labs that act as the real technical stewards of exotic materials and systems. Bottom layer, defense contractors: Lockheed Martin, Northrop Grumman, Raytheon, Teledyne Ryan, TRW, the companies that actually build and test hardware under classified direction. 2) How It’s Funded Gerb says these programs don’t rely on formal congressional budgets. They use IRAD (Independent Research & Development), carryover funds (unreported leftover money), and systematic overbilling of parts and services. He points to the 1994–1995 NRO audit, when the U.S. spy satellite agency was caught misplacing $3.2 billion through these exact mechanisms. 3) Where Testing Happens He identifies major range and test bases as the physical backbone of the system, including: Nevada Test and Training Range (Area 51, Tonopah, S-4), Dugway Proving Ground, Edwards AFB (412th Test Wing), China Lake, Patuxent River. These locations allow experimental craft and recovered technology to be flown, tested, and hidden inside normal military activity. 4) What’s Being Worked On He describes derivative technology, not just full “alien reproduction vehicles,” but the extraction of usable systems from non-human craft, including: electro-optic cloaking (vehicles that visually disappear), signature management, exotic propulsion concepts. Witnesses inside the system claim U.S. airframes have already been fitted with some of these capabilities. 5) The Historical Core He ties modern programs back to: Roswell (1947), the Atomic Energy Commission, AFSWP (Armed Forces Special Weapons Project), Sandia National Labs, and the mysterious Interplanetary Phenomenon Unit (IPU), which Army Counterintelligence confirmed existed but erased from records. 6) Why This Stayed Hidden According to Gerb, the secrecy doesn’t rely on silence alone. It is protected by Special Access Programs (SAPs / USAPs), DOE intelligence, DARPA program-protection units, and disinformation campaigns and internal counterintelligence. The structure is designed so no single branch, not even the President, automatically controls or sees the whole system. This episode does not argue for one centralized UFO “command center.” It documents something more disturbing: a distributed, self-protecting runway intelligence-industrial system that has been recovering, studying, and weaponizing non-human technology for nearly a century, while operating outside normal democratic oversight. On March 15th, 2021, an anonymous Twitter user asked Harvard Medical professor Martin Kulldorff a question. “Do you think younger age groups and or people who have already had the virus need to be vaccinated?” Who is Martin Kulldorff? He’s a Harvard Medical School professor for 21 years, a well-known Swedish biostatistician who developed widely used software for disease mapping, the co-author of the Great Barrington Declaration on how to deal with the COVID pandemic, and an advisor to the world’s leading health organizations. What he said was that “Thinking that everyone must be vaccinated is as scientifically flawed as thinking that nobody should get COVID. Vaccines are important for older high-risk people and their caretakers. Those with prior natural infection do not need it, nor do children.” Natural immunity. Is it a myth — a “conspiracy theory” — that once you have been sick from a virus, then you won’t get sick, or as sick, again? In fact, we’ve known for 2,500 years that natural immunity is real. “The same man was never attacked twice, never at least fatally,” wrote Thucydides, describing the plague of Athens. He observed that recovered individuals could safely nurse the sick without falling ill themselves. And yet Twitter censored Martin Kulldorff’s tweet. “Learn why health officials recommend a vaccine,” read a warning that Twitter employees put on it. For most people, the Tweet cannot be replied to, shared or liked. In other words, Twitter had decided that this professor at Harvard Medical School was wrong, and that natural immunity wasn’t really something that could protect you from COVID. Jay Bhattacharya, who’s currently our Director of the National Institutes of Health, and thus one of the highest-ranking public health officials in the world, was a Stanford epidemiologist before that. Twitter put him on a “Trends Blacklist.” Not long before we discovered this, we were told that shadow-banning was a conspiracy theory, because Twitter had said it didn’t shadow-ban. Now the European Commission is trying to censor the entire global internet. They want to put a 140 million Euro fine on X. They want to end anonymity, which was what allowed that question of Kulldorff to be asked. They want to use a “Democracy Shield” program to shield the Commission from democracy. And the Commission wants to impose “chat control” so they can read your private messages. It just gets worse and worse. Unsubstantiated and likely false claims of Russian government election interference through TikTok and social media were made in Romania and in the Czech Republic. Truth is not something that anybody holds as a possession and rather emerges through dialogue. We’ve known that since Plato and Socrates. We need free speech for science, public health, and national security. It’s essential to journalism, democracy, and human freedom. Free speech enabled civilization; censorship threatens it. This is the only political cause that I would die for. And yet there is currently an active coordination between Stanford, Brazil, Australia, and others to impose what I think we can call, without exaggeration, global totalitarianism. They’re pushing for digital identification that will end anonymity online. Why is that? Why are these guys behaving in this way? When Elon Musk took over Twitter on October 28th, 2022, unprecedented insight into multiple secret government mass censorship efforts emerged from this exploration. We had unlimited access to Twitter files. They revealed that the mainstream news reporters, who don’t deserve the name, were demanding censorship. No true journalist demands censorship of his fellow journalists. What emerged from this was an understanding of something we call the “Censorship Industrial Complex,” which directly grew out of the military industrial complex and was run by active or former intelligence community officials who often operate under that banner. It led to multiple congressional investigations and hearings, and it spread across every social media platform. So we now know the censorship that occurred, not just at Twitter, but at YouTube, at Facebook, TikTok, and other platforms. What is the Censorship Industrial Complex? The model isn’t that complicated to understand. The government chooses people whom they call “researchers” to serve as censors. These are government-funded individuals who often come from the intelligence community and foreign policy establishment. They work at non-governmental organizations funded by governments or at universities funded by governments. They conduct “fact checks” to serve as “trusted flaggers.” These “trusted flaggers” demand censorship by social media platforms. It’s all done in secret. They’re looking to censor narratives. This is essential because, as decades of good cognitive science have shown, people understand and retain information through storytelling. We think in terms of stories, not bullet points. And so they were out to censor whole narratives. From the Stanford censorship project on COVID, the “Virality Project,” they said they wanted to censor “true stories” of vaccine side effects. Why? Because it might “fuel hesitancy.” In other words, they want to control your behavior. They don’t want you to receive true information that might lead you to not get the vaccine. If that isn’t totalitarianism straight out of 1984, I don’t know what it. These people were on the verge of passing legislation in the United States that would’ve authorized the National Science Foundation to choose these “researcher” censors. I’m presenting slides to Europeans and the world for situational awareness into what totalitarian politicians and bureaucrats have planned because this is still going strong. Stanford helped the US government censor COVID dissidents, and then they lied about it. You might be detecting a pattern. They’re really not interested in censoring “misinformation.’ They’re very interested in censoring true information. The censors flagged an Israeli preprint which came out in December, 2020 and found, lo and behold, that natural immunity is a real thing. In fact, it’s more protective than the vaccine. But the censors flagged somebody’s Google Drive. “See the following Google Drive links being used to compile testimonies about vaccine shedding, Covid videos, showing side effects and whatnot.” Google then removed that content from that person’s Google Drive. You don’t control your Google Drive. Contrary to Stanford’s claim that the project did not ask social media platforms to remove any content, they privately said they did. And we know that many hundreds of thousands of tweets and Facebook posts were removed, even though they were a hundred percent accurate. In fact, in 2021, Stanford’s “Virality Project” flagged accurate claims that the World Health Organization did not recommend vaccinating children. The people who spread the misinformation are the people demanding the censorship. They claimed Covid couldn’t have come from a lab, that the Covid vaccine prevented infection, and that natural immunity didn’t exist. The only solution to hate speech and misinformation is free speech. If you censor false information, how would anybody get the true information? The whole point is the debate. They lied when they said false information travels faster than true information. It’s a completely bogus study and involved six seconds of content on Twitter. Who are these people? As of 2020, there were so many former FBI employees at Twitter that they called them “Bu alumni.” They created their own private Slack channel and a crib sheet to onboard new FBI arrivals. Intriguingly, we discovered that the general counsel of the FBI — arguably the second most powerful person of the FBI, or maybe the first, if you think, consider that what their actual job is to decide what the FBI can and can’t do — resigned from FBI in early 2020 and went to Twitter to take the deputy general counsel role. Isn’t that interesting? Somebody in one of the most powerful legal positions in the world would take a junior legal role at a social media company. Why would that be? This email popped up when we were going through Twitter files and it really jumped out at us. It’s from the director of policy at Twitter. “We have seen a sustained if uncoordinated” — supposedly — “effort by the intelligence community to push us to share more information and change our API policies. They’re probing and pushing everywhere they can.” The Hunter Biden laptop censorship occurred later that year. The FBI and the intelligence community discredited accurate, factual information about Hunter Biden’s foreign business dealings both before and after the New York Post revealed the contents of his laptop on October 14th, 2020. How could the FBI spread false information about something that nobody knew about? Because the FBI had Hunter Biden’s laptop, which showed his family’s massive influence peddling scheme. It consisted of accepting tens of millions of dollars, including from the Chinese government. The FBI had been sitting on that laptop since December of 2019. They had been given it by the computer repair store owner, who had been given the laptop by Hunter Biden, likely because he dropped it in his bathtub or in the pool, when he was on one of his many crack and alcohol benders. The government strategy is always the same: spread disinformation first, then demand censorship of accurate information on the basis of it . “The FBI came to us in the summer of 2020,” Mark Zuckerberg told Joe Rogan two years later, “and they were like, ‘Hey, you should be on the alert. We thought that there was a lot of Russian propaganda in 2016. There’s about to be some kind of dump.’” In the summer of 2020, the New York Post had not published the story about the Hunter Biden laptop. It would only come out in October. We see something very interesting show up in the Twitter files: the Aspen Institute, an intermediary between the intelligence community and the public. It’s known as a Davos-style gab fest in the United States. It’s also the place where intelligence community operations are run. They hosted a workshop to train reporters and all of the social media’s top censorship officials, known as “trust and safety officials,” how to deal with a story they would hear in the future relating to Hunter Biden and Barisma. A few months earlier, the Stanford Cyber Policy Center had published a report attacking what we in the United States call the Pentagon Papers Principle. The Pentagon Papers Principle says that if a government official gives me, a journalist, a bunch of Pentagon documents showing that we’re losing the war in Vietnam, I, as a journalist, can publish them, and not risk prison. That was decided in a famous Supreme Court case in 1971. Stanford argued that, really, we should get rid of that principle, which may be the most important investigative journalism principle in the United States, and said, “You should cover the person who leaked the materials, not the leaked emails.” In other words, you should cover and expose the whistleblower. The person who exposed the Pentagon Papers is the real bad guy, not the DOD, CIA, and presidents who had lied to us for over a decade. Stanford was training the journalists and the social media trust and safety officers in how to cover a story that had not yet come out. This is known as “pre-bunking,” and it’s also part of the European Union strategy to shield themselves from democracy. When the Hunter Biden story appeared October 22nd, Twitter’s trust and safety censorship official said it didn’t violate its terms of service. There’s nothing illegal about any of this. The Supreme Court has made it very clear that you’re allowed to report on information that’s been leaked to you. At that moment, the former FBI general counsel, Jim Baker, argued vigorously that Twitter really needed to censor it. Baker won and they censored the story. It’s not that we didn’t hear about the Hunter Biden laptop story when it came out. I certainly did. But we had the impression that there was something wrong with it, that it was not really the whole story. And so many of us dismissed it. What they had done was a psyop on this major story. They had changed our perception of the story. And it worked. It worked on me, it worked on everybody I knew. What is the role of the intelligence community of social media companies? The former CIA people are the head of elections at Meta, and Google’s head of trust and safety. Former and current CIA officers have a history of spreading misinformation and promoting the Russiagate conspiracy theory. We now know that between 2018 and 2023, there were 36 people from the CIA 68 from the FBI 44, from the National Security Administration and 68 from the Department of Homeland Security who had moved to work at the social media platforms. This is not unique to the United States. My colleague Cecilia Jilková, the daughter of famous Czech dissidents, discovered that European Union officials claimed, days before the European elections in 2024, that a “pro-Kremlin website” was spreading propaganda and were paying off European politicians. That was the headline in Politico. We wrote to them and asked, “Where’s the evidence of this? Just go ahead and share the evidence to support your accusation days before the European parliamentary elections.” Nobody was arrested. They never produced the evidence. The former Czech president, Václav Klaus, who was accused of this, said, “We don’t even know what the ‘Voice of Europe’ is.” Another Czech politician said, “How could I have known it would be a security threat? At the time I gave the interview, they weren’t on any list.” Another said, “If they’re such a big threat, why did the European Parliament let the Voice of Europe’s journalists inside?” Nobody responded. Nobody talked to us. This was a disinformation campaign carried by Politico, which, in my view, is a suspect publication. In the spring of 2022, Barack Obama went to Stanford to give a speech at the Stanford Cyber Policy Center run by Michael McFaul, his former ambassador to Russia. Obama said misinformation harms democracy and urged support for legislation in Congress that would empower government-appointed researchers to serve as “trusted flaggers.” Six days later, the Department of Homeland Security rolled out their Disinformation Governance Board. What a coincidence that they got Obama to frame the issue for them. Facebook in 2021 censored accurate vaccine information so the White House would help it to get data from Europe. In addition to removing vaccine misinformation, wrote Facebook to the White House, we have been focused on reducing the virality of content discouraging vaccines that does not contain actionable misinformation. White House said jump, and Facebook said how high? Why did they do it? Why would they voluntarily censor? This also emerged from the Facebook files. Nick Clegg on the left wrote an email to his colleagues. He said, “My sense is that given we’ve got bigger fish, we have to fry with the administration, e.g., data flows, it doesn’t seem like a great place for us to be.” Data flows. What’s he talking about? He’s talking about billions of dollars worth of business that he has to, that they would have to pay the European Commission for if they didn’t have the support from the Biden administration to lean on the European Commission. In other words, this was a shakedown by the White House of Facebook and it worked in France, the country of Liberté. Turns out it has a special role.... “Totalitarian” Powers, Fear, And Psychopathy Behind CIA’s Secret Rule Over U.S. The agency remains out of control, beyond the law, and a direct threat to democracy and freedom, including in the U.S. by Michael Shellenberger Last week, we published two stories about a senior CIA whistleblower who was one of four CIA analysts who helped write a January 2017 “Intelligence Community Assessment” (ICA) that falsely claimed, with high confidence, that Russian President Vladimir Putin sought to help elect President Donald Trump in 2016. The person said that the CIA Director under Obama, John Brennan, had a “pathological need for control” and put the writers of the ICA “under duress” to include a mention of a fraudulent dossier, commissioned by the Hillary Clinton presidential campaign. The CIA also included in the classified version of the ICA an annex consisting of the dossier written by a former British spy, which went to roughly 200 people in Washington, some of whom leaked related information to journalists. Unfortunately, the CIA employee said, his employer remains corrupted by “systemic rot” and that crucial steps “have not been put in place" to prevent a Russiagate-like abuse of power from happening again, since the arrival of its new director, John Ratcliffe, in January of this year. “Two critical steps that have not been put in place are,” said the senior analyst turned whistleblower, “to first, formalize expectations about the delivery timeline for sensitive intelligence analyses, and second, to remove the CIA Director from the review process of intelligence reporting or finished analysis.” In response to questions from Public, the CIA said it was taking necessary reforms. “Director Ratcliffe has overhauled the Agency senior ranks and revoked clearances from bad actors and even created a mission center to better execute on Presidential priorities like the Southern Border. The notion that he’s not making significant reforms or holding people and the Agency accountable is not just ridiculously false but beyond absurd.” But the CIA’s revoking security clearances and creating a mission center do not address either of the whistleblower’s recommendations, much less the “systemic rot” within the CIA. The whistleblower called for the removal of the Director of the CIA from review and writing of intelligence analysis, and taking a step to avoid rush jobs, like the kind Brennan used to create a deliberately misleading ICA in January 2017. The whistleblower’s credibility is high. They were one of just four CIA analysts chosen to help write a major ICA. That might make them seem biased toward Brennan, but Ratcliffe has retained the person, rather than fired them, which suggests that the Director or the direct reports he trusts view the person as valuable. Our sense was that the person was loyal to the CIA, wants to engage in objective apolitical analyses, and wants to remain at the CIA. Their two modest proposed reforms are consistent with loyalty to the CIA. As such, the person is precisely the kind of professional the CIA, Congress, and the American people should want to have in our institutions. If a legitimate criticism is to be made of the person it would be that they didn’t turn whistleblower earlier, which is the same criticism that could be made against hundreds and perhaps thousands of people involved in the Russiagate hoax. One might hope that it was just a bad day for the PR people at the CIA, and that Ratcliffe will be out with a new statement this week announcing new reforms, but we are not hopeful. The CIA appears to be following its informal motto, “Admit nothing, deny everything, and make counteraccusations.” That was the advice that former CIA Director Porter Goss said he would give to “a graduating class of CIA case officers” in 2006. The Russiagate hoax is hardly an unusual scandal in the history of the CIA. The agency has “long gone beyond the borders of American values,” noted Tim Weiner in his 812-page history, Legacy of Ashes. The CIA has murdered its employees, overthrown democracies, propped up dictatorships, tortured innocent people, trained death squads, induced mental illness in illegal medical experiments, spied illegally on law-abiding Americans, and may have been behind the assassination of an American president. All of these illegal behaviors required cover-ups, many of them elaborate. “Fundamentally, the founding fathers of U.S. intelligence were liars,” said James Angleton, one of the CIA’s founders, and its Director of Counterintelligence for two decades, on his deathbed in 1987. “If you were in a room with them, you were in a room full of people that you had to believe would deservedly end up in hell. I guess I will see them there soon.” The CIA’s record is poor when evaluated on its own terms. “The CIA was established to prevent unanticipated disasters, such as the Japanese attack on Pearl Harbor,” noted John Judis in 2005, “but it has repeatedly failed to warn the White House of looming threats. It missed the North Korean invasion of the South in 1950, and the Chinese entry into the war that fall; Israel, France, and Great Britain's attack on the Suez Canal and Egypt in 1956; the Soviet invasion of Czechoslovakia in 1968; the Shah of Iran's ouster in 1979; the Soviet invasion of Afghanistan that year; the Iraqi invasion of Kuwait in 1990; the Indian nuclear tests in 1998 (‘We didn't have a clue,’ CIA director George Tenet remarked afterwards); the attack on the World Trade Center in 1993; the bombing of American military barracks in Saudi Arabia in 1996 and of U.S. embassies in Africa in 1998; the attack on the USS Cole in 2000; and of course the attack on the World Trade Center and Pentagon in September 2001.” The truth, admitted a CIA station chief, “was that the agency at the height of its powers had a great reputation and a terrible record.” It never had a single Soviet spy “who had deep insight into the workings of the Kremlin,” and thus didn’t know communism was collapsing. “The one crime of lasting consequence has been the CIA’s inability to carry out its central mission: informing the president of what is happening in the world,” writes Weiner. Its record in the real world is one of “fleeting successes and long-lasting failures.” The politicization and weaponization of the CIA for ideological aims has occurred for decades. The CIA’s charter prevents it from spying on Americans and yet it has done so repeatedly, from opening mail to spying on students. Between 1947 and 1963, the CIA was “a dark and invasive force — at home and abroad — violating citizens’ privacy, kidnapping, torturing, and killing at will,” concluded David Talbot in his 686-page history of the CIA, The Devil’s Chessboard. There were many reforms proposed in the 1970s. In 1975, Congress held hearings, revealing CIA misdeeds around the world, including assassinations using a heart attack gun, and efforts at mind control. Congress then took steps to provide greater oversight of the CIA and more protections for whistleblowers. Calls for reforms began again in the 1990s after a decade of CIA scandals in the 1980s, which included selling weapons to the Iranian government and illegally diverting the money to an equally illegal war in Central America. In 1991 and 1996, the US Senator from New York, Patrick Moynihan, who had been one of America’s most influential public intellectuals for thirty years, proposed abolishing the CIA entirely and reassigning its various functions to the State Department. The proposal never came up for a vote. In 1998, America’s intelligence leaders warned the White House that America would suffer “a catastrophic, systemic failure,” unless the U.S. dramatically changed how it gathered and analyzed intelligence. That didn’t happen. Then, in 2001, the CIA failed to communicate with the FBI and thus played a central role in allowing the 9/11 attacks to happen. In 2002, the CIA manipulated intelligence that led to the catastrophic invasion of Iraq. In response to these failures, Congress in 2004 sought to reform the agency and the broader Intelligence Community. The intent of Congress in passing new legislation was to reduce the power of the CIA, and its Director, and increase the power of a new intelligence coordinator role, which it called the Director of National Intelligence. That didn’t happen. The “CIA is broken,” wrote John Judis one year later. The 2004 reform act didn’t address the “historical problems with the CIA.” “To repair it,” he concluded, “we may need to start from scratch.” That didn’t happen either. In 2016 and 2017, the CIA manipulated intelligence to falsely frame the democratically elected U.S. president as a puppet for a foreign power, and from 2016 to 2020, individuals who worked at the CIA oversaw various efforts to control what people are allowed to say on social media. Neither the Russiagate hoax scandal nor the CIA’s role in creating a Censorship Industrial Complex resulted in reform or even serious calls for it by Congress. Multiple sources tell Public that the CIA remains both the dominant agency of the 18 total in the IC, and the one most resistant to reforms. The Washington Post reported last week that the CIA resisted efforts for greater transparency led by Director of National Intelligence Tulsi Gabbard. And now the CIA has said we should ignore the whistleblowing by one of its most trusted senior analysts, and their demands for reform. None of this is new. In 1947, the year Congress created the CIA, the Secretary of State at the time, Dean Acheson, said he “had the gravest forebodings” about it and “warned the President that neither he” nor anyone else would be able “to control it.” Between 1947 and 2005 there were 14 major studies by various bodies into how to reform the IC. The CIA “has had an almost perfect record of resisting fundamental changes,” noted Weiner in his 2006 book. Meanwhile, Congress has failed its Constitutional duty to provide oversight. “The CIA has tried to assassinate foreign leaders, mined harbors, and most recently, tortured prisoners,” wrote Judis in 2005. “If Congress had openly debated these actions, they would not have been approved.” They didn’t and have never much demanded to be able to. Members of Congress “have been derelict in this work for much of the past three decades,” noted Weiner two years later, “but their conduct since 9/11 has bordered on criminal negligence.” Looking at the full historical record, it is hard not to conclude that the American people only partially govern themselves, that we are burdened with a rogue and violent intelligence agency that continuously interferes not only in foreign elections and governments but also our own, and that many on the Right and the Left who appear to be in a position to change that refuse to do so. Why is that? Why have Congress and the American people failed for 80 years to reform a rogue intelligence agency that is not only ineffective but also destructive to the point of undermining national security? It’s outrageous that President Donald Trump has threatened to sue the British Broadcasting Corporation (BBC), say many in the media. “You have to admire the chutzpah,” wrote one columnist. “Donald Trump describing the BBC as ‘corrupt’ while threatening to take legal action….The man has never been known for his self-awareness, so it’s safe to say the irony has almost certainly passed him by.” But there is no question that BBC employees deliberately manipulated Trump’s remarks on January 6, 2021, to make it sound like he had encouraged violence. An independent outside auditor, Michael Prescott, wrote a major report on the BBC’s bias, which concluded that the BBC had “spliced together two clips” to create “the impression that Trump said something he did not and, in doing so, materially misled viewers.” Americans might think this story doesn’t concern them because it’s about a British media company. Few Americans listen to the BBC. But the story is highly relevant to Americans because US news media companies are guilty of manipulating their coverage of Trump, transgenderism, and race in nearly identical ways as the BBC. And given the BBC’s longstanding reputation as one of the most credible news organizations in the world, Prescott’s independent report has rightly sparked a major international media discussion. Over the weekend, the BBC’s CEO and its Director-General both stepped down. “The Future of the BBC is Now in Doubt,” writes Tim Stanley, an influential columnist, in the Daily Telegraph. Prescott’s report should inspire reform-minded owners of US news media companies to clean up their act. For example, CNN falsely claimed that January 6 was an “insurrection” that resulted in the deaths of five people and did a similarly manipulative edit of Trump’s speech, noted an investigator on X, MAZE. “It may not be technically as bad as what the BBC did,” he noted, “because there was a quick flash transition, but the goal was the same. Make the speech sound worse than it was. Take everything out of context and put it together in an order that makes it sound as bad as possible.” Last year, we criticized CNN and other news media for deliberately twisting the meaning of Trump’s remarks about Liz Cheney for being a war hawk, and Prescott makes the same observation. “Mr. Trump was clearly criticising politicians who readily send US troops to war without thinking about the human cost,” he notes. And yet “the BBC repeatedly pushed this inaccurate version of what Trump said.” Readers of Public are aware that we have been critical of the BBC’s fact-checking program, “BBC Verify.” One purpose of BBC Verify appears to be to label stories with which the BBC disagrees as “misinformation” and thus as something that social media platforms should censor. Last year, the BBC’s Director General, Tim Davie, said, “Disinformation, propaganda, and partial news is [sic] weakening our shared understanding of the world, undermining trust in our institutions and our democratic process,” shortly after the BBC had buried a large package of investigative stories on the problems with giving children and adolescents puberty blockers and cross-sex hormones. BBC’s first “disinformation” reporter, Mariana Spring, apologized in 2023 after she was caught lying on her resume. Spring remains employed at BBC as its “Social Media Investigations Senior Correspondent.” Prescott described how BBC Verify spread misinformation. “BBC audiences were being encouraged to believe Britain’s major insurers were, intentionally or unintentionally, racist and charging high prices to customers based on their ethnicity,” notes Prescott. “The central claim implied causation, (that being an ethnic minority resulted in you being charged more), but the reporting and commentary did not consider other issues that can affect insurance charges.” Adds Prescott, “the entire report was taken down, which I understand is very rare. It had taken six months for the BBC to take decisive action about a story that was not fit for purpose and spread damaging misinformation. As far as I know, no one has ever been disciplined for this hugely embarrassing episode and worrying questions remain.” Another example of the BBC’s bias concerned a major story about doctors causing serious harm to children, adolescents, and vulnerable adults. Readers of Public will recall that in the Spring of last year, we released documents, The WPATH Files, which a whistleblower had given to us. “In March 2024,” writes Prescott, “there was widespread media coverage of leaked documents from the World Professional Association for Transgender Health [WPATH] which raised concerns about the quality of care given to gender-distressed children. It was picked up by the Mail, Economist, Observer, Washington Post, the Times, and others, but not the BBC.” Prescott points out other examples of the BBC's censorship and bias on transgenderism. It refused to cover detransitioners, people who regretted taking hormones or receiving surgeries in an attempt to change their sex or gender. It didn’t cover a major lawsuit by a group of nurses after their hospital allowed a man to use their changing room. And, beyond WPATH, the BBC gave little to no coverage of the trans medical scandal, even though the UK government has banned puberty blockers. By contrast, the BBC produced “a surprisingly high number of stories about drag queens,” celebrated a male wrestler who competed in the women’s category, and published an article last year headlined, “Transgender woman guilty of rape after night out.” Wrote the reporter, “Lexi Secker, 35, of Lowbourne, near Melksham, was living as a man when she attacked a woman in Blunsdon, Wiltshire, on 23 April 2023.” More information about the scandal may come out. Just today, Cath Leng, BBC’s former chief writer, says she was “forced out” in 2023 after 25 years because she was critical of transgender ideology. Prescott identified other areas of bias, including on race and the war in Gaza, all of which pointed to a single significant underlying problem. “My view is that the Executive repeatedly failed to implement measures to resolve highlighted problems, and in many cases simply refused to acknowledge there was an issue at all,” he writes. “Indeed, I would argue that the Executive’s attitude when confronted with evidence of serious and systemic problems is now a systemic problem in itself - meaning the last recourse for action is the Board.” All of this is deeply damaging to the BBC, regardless of whether Trump decides to sue it. “BBC staff have destroyed their own trump card in future negotiations over the licence fee,” writes Stanley at the Daily Telegraph. “The problem is this: in the modern, post-TV world, the licence fee is entirely unjustifiable. The BBC has to explain why, when there’s so much else available, it should be allowed to compel us to pay for it – just when tastes are diverging, national identity is fractured and the quality of the BBC’s output is in doubt…” What, then, explains the BBC’s fall from grace? FULL RELEASE BY WHITE HOUSE: 1. Gaza will be a deradicalized terror-free zone that does not pose a threat to its neighbors. 2. Gaza will be redeveloped for the benefit of the people of Gaza, who have suffered more than enough. 3. If both sides agree to this proposal, the war will immediately end. Israeli forces will withdraw to the agreed upon line to prepare for a hostage release. During this time, all military operations, including aerial and artillery bombardment, will be suspended, and battle lines will remain frozen until conditions are met for the complete staged withdrawal. 4. Within 72 hours of Israel publicly accepting this agreement, all hostages, alive and deceased, will be returned. 5. Once all hostages are released, Israel will release 250 life sentence prisoners plus 1700 Gazans who were detained after October 7th 2023, including all women and children detained in that context. For every Israeli hostage whose remains are released, Israel will release the remains of 15 deceased Gazans. 6. Once all hostages are returned, Hamas members who commit to peaceful co-existence and to decommission their weapons will be given amnesty. Members of Hamas who wish to leave Gaza will be provided safe passage to receiving countries. 7. Upon acceptance of this agreement, full aid will be immediately sent into the Gaza Strip. At a minimum, aid quantities will be consistent with what was included in the January 19, 2025, agreement regarding humanitarian aid, including rehabilitation of infrastructure (water, electricity, sewage), rehabilitation of hospitals and bakeries, and entry of necessary equipment to remove rubble and open roads. 8. Entry of distribution and aid in the Gaza Strip will proceed without interference from the two parties through the United Nations and its agencies, and the Red Crescent, in addition to other international institutions not associated in any manner with either party. Opening the Rafah crossing in both directions will be subject to the same mechanism implemented under the January 19, 2025 agreement. 9. Gaza will be governed under the temporary transitional governance of a technocratic, apolitical Palestinian committee, responsible for delivering the day-to-day running of public services and municipalities for the people in Gaza. This committee will be made up of qualified Palestinians and international experts, with oversight and supervision by a new international transitional body, the “Board of Peace,” which will be headed and chaired by President Donald J. Trump, with other members and heads of State to be announced, including Former Prime Minister Tony Blair. This body will set the framework and handle the funding for the redevelopment of Gaza until such time as the Palestinian Authority has completed its reform program, as outlined in various proposals, including President Trump’s peace plan in 2020 and the Saudi-French proposal, and can securely and effectively take back control of Gaza. This body will call on best international standards to create modern and efficient governance that serves the people of Gaza and is conducive to attracting investment. 10. A Trump economic development plan to rebuild and energize Gaza will be created by convening a panel of experts who have helped birth some of the thriving modern miracle cities in the Middle East. Many thoughtful investment proposals and exciting development ideas have been crafted by well-meaning international groups, and will be considered to synthesize the security and governance frameworks to attract and facilitate these investments that will create jobs, opportunity, and hope for future Gaza. 11. A special economic zone will be established with preferred tariff and access rates to be negotiated with participating countries. 12. No one will be forced to leave Gaza, and those who wish to leave will be free to do so and free to return. We will encourage people to stay and offer them the opportunity to build a better Gaza. 13. Hamas and other factions agree to not have any role in the governance of Gaza, directly, indirectly, or in any form. All military, terror, and offensive infrastructure, including tunnels and weapon production facilities, will be destroyed and not rebuilt. There will be a process of demilitarization of Gaza under the supervision of independent monitors, which will include placing weapons permanently beyond use through an agreed process of decommissioning, and supported by an internationally funded buy back and reintegration program all verified by the independent monitors. New Gaza will be fully committed to building a prosperous economy and to peaceful coexistence with their neighbors. 14. A guarantee will be provided by regional partners to ensure that Hamas, and the factions, comply with their obligations and that New Gaza poses no threat to its neighbors or its people. 15. The United States will work with Arab and international partners to develop a temporary International Stabilization Force (ISF) to immediately deploy in Gaza. The ISF will train and provide support to vetted Palestinian police forces in Gaza, and will consult with Jordan and Egypt who have extensive experience in this field. This force will be the long-term internal security solution. The ISF will work with Israel and Egypt to help secure border areas, along with newly trained Palestinian police forces. It is critical to prevent munitions from entering Gaza and to facilitate the rapid and secure flow of goods to rebuild and revitalize Gaza. A deconfliction mechanism will be agreed upon by the parties. 16. Israel will not occupy or annex Gaza. As the ISF establishes control and stability, the Israel Defense Forces (IDF) will withdraw based on standards, milestones, and timeframes linked to demilitarization that will be agreed upon between the IDF, ISF, the guarantors, and the Unites States, with the objective of a secure Gaza that no longer poses a threat to Israel, Egypt, or its citizens. Practically, the IDF will progressively hand over the Gaza territory it occupies to the ISF according to an agreement they will make with the transitional authority until they are withdrawn completely from Gaza, save for a security perimeter presence that will remain until Gaza is properly secure from any resurgent terror threat. 17. In the event Hamas delays or rejects this proposal, the above, including the scaled-up aid operation, will proceed in the terror-free areas handed over from the IDF to the ISF. 18. An interfaith dialogue process will be established based on the values of tolerance and peaceful co-existence to try and change mindsets and narratives of Palestinians and Israelis by emphasizing the benefits that can be derived from peace. 19. While Gaza re-development advances and when the PA reform program is faithfully carried out, the conditions may finally be in place for a credible pathway to Palestinian self-determination and statehood, which we recognize as the aspiration of the Palestinian people. 20. The United States will establish a dialogue between Israel and the Palestinians to agree on a political horizon for peaceful and prosperous co-existence.
