In all fairness to Sibiya, Masemola instructed Sibiya to submit a close-out report by 14 January. How else was Sibiya supposed to report on closure of the PKTT if the plan to disband it was not implemented? Commissioner Baloyi is labouring on semantics to suggest that Masemola never instructed Sibiya to implement the plan to disband the PKTT. Masemola is not innocent here.
