I think there are some rules that allow such thing! There’s a limit of seconds and attempts where this is “legal”, but surely there are a lot of cyclists who can confirm this!

They are the water bearer. They get paid to drop to the back of the race to collect water and then catch up to the rest of the team. Sticky bottle is allow with in reason for a brief couple of seconds. They get paid well for the roll of the water bearer because it is hard to do.

They aren’t on contention to win. Domestique, drops back to get the drinks for the team, then has to ride hard back to the field. No advantage for a few seconds here.
