Last week I went to Home Affairs Durban Central. When I got there, there was a scary guy standing behind the last lady in the line outside. He told me, You have two options here. pay to get your things done fast and get inside quick, or you'll stay here the whole day.

But you can't say the same for a long queue at a casualty department of a public hospital. Some inefficiencies are due to lack of resources, mostly human.
