Under the National Flood Insurance Program (NFIP), a property is flagged as a "Severe Repetitive Loss" property if it has had four or more separate claim payments of over $5,000 each, or two claims that exceed the value of the property. Historically, insurance payouts are earmarked for repairing or replacing the structure. Unless a local government initiates a formal buyout (which is rare for high-value homes), the homeowner receives the money to rebuild in the exact same spot. Because private insurers often flee these high-risk zones, the state-backed Citizens Property Insurance Corporation has become the primary insurer for these "uninsurable" homes. Why the State "Guarantees" the risk, guarantees the insurance instead of paying people to move. This happens for several economic and political reasons: The Property Tax Trap: High-value coastal homes are the "golden geese" for local municipal budgets. If a city buys out a $2 million beachfront home and turns it into a park (as required by most FEMA buyout grants), that property tax revenue vanishes forever.
